Book excerpt: Passée sous silence durant la campagne électorale de 2003, la réingénierie fut annoncée pour la première fois en grande pompe lors du discours inaugural du premier ministre Charest, un peu plus tard la même année. Après l'avoir rapidement renommée « modernisation de l'état », le premier ministre expliquait en début de mandat qu' « il ne s'agit pas d'affaiblir l'État québécois, mais au contraire de lui redonner tout son lustre, tout son prestige et toute sa pertinence » (Lettre ouverte du premier ministre du Québec aux Québécoises et Québécois, 14 octobre 2003). Presque cinq ans plus tard, il est difficile de conclure que le gouvernement Charest a attenint ses objectifs. Au contraire, avant même que ne commence la mise en oeuvre du Plan de modernisation 2004-2007, la réingénierie libérale a été un facteur de tensions et de conflits entre l'État et les principaux acteurs collectifs de l'admisnitration publique québécoise, dont le Syndicat de la fonction publique du Québec (SFPQ) et le Syndicat des professionnels du gouvernement du Québec (SPGQ), pour n'en nommer que deux. Comme dans d'autres dossiers, la modernisation de l'État lancée par le gouvernement Charest a souffert de l'absence de consultations publiques où la société civile peut exprimer, par l'entremise d'acteurs individuels et collectifs, les préférences, les sensibilités et les intérêts multiples de ses citoyens. Par-delà les résultats mitigés qu'entraînent habituellement les réformes aussi dirigistes, c'est la légitimité même du processus qui est alors remise en cause. Plus qu'un simple problème de communication, l'impopularité chronique du gouvernement Charest et le taux élevé d'insatisfaction des Québécois et Québécoises envers celui-ci éclaboussent la nature de ses réformes administratives el leurs mondalités de mise en oeuvre. Si le fossé entre les ambitions de la réingénierie et les réalisations de la modernisation permettent à certains de conclure que « la montagne a accouché d'une souris », il y a lieux de rappeler que les externalités de la démarche - par exemple, le climat d'affrontement et d'ambiguïté organisationnelle dans lequel a constamment baigné l'administration publique québécoise durant les dernières années - font elles aussi partie du bilan. De même, l'objectif du « un sur deux » pour réduire la taille de la fonction publique est porteur de conséquences significatives eu égard à la capacité de l'État québécois. Enfin, il faudrait peut-être aussi souligner que la distance, en l'occurrence prononcée, entre le discours et l'action gouvernementale n'est pas une gage de réussite, mais plutôt une illustration de confusion et d'incohérence.
