Book excerpt: On a pu croire, et l'on croit encore que la democratisation des societes africaines a commence il y a seulement quinze ans au plus, a la faveur de la conjonction de certains facteurs externes (pressions internationales), et internes (revendications politiques, syndicales, etc.). Il est possible de montrer que la democratisation des societes africaines s'opere, sans discontinuite, de la periode coloniale a nos jours, et que le mouvement de la democratie est un fait historique irrepressible et irreversible. En partant de la conception tocquevillienne dont nous tachons d'etablir l'intelligibilite en soulignant a la fois sa complexite et son unite (Premiere Partie). L'etablissement du caractere universel du mouvement de la democratie (Deuxieme Partie) a ete rendu possible par la reference aux principes tocquevilliens qui suivent: le penchant humain pour l'egalite eb tant que sentiment inscrit au plus profond de la nature humaine, l'egalisation des conditions en tant que mouvement de fond de l'histoire generale des societes humaines; l'idee d'humanite universelle engendree par l'egalisation des conditions. Ces principes tocquevilliens permettent en effet de dire que le mouvement de la democratie n'est pas un phenomene localise, mais universel. C'est dans le cadre ainsi defini que nous examinons les rapports entre la reflexion de Tocqueville sur la democratie et son parti pris colonialiste (Troisieme Partie). Or, les societes africaines pre-coloniales etaient disposees en castes, et la colonisation comme incident majeur de la vie des peuples africains, en detruisant les hierarchies et les castes, en renversant la tradition et les prejuges: en nivellant les conditions parmi les colonises, a tourne au profit de la democratie sans le vouloir. C'est donc par la colonisation que l'egalisation des conditions penetre les societes africaines, et, a partir de ce moment, de la periode coloniale a nos jours, la democratisation en Afrique se poursuit a travers de nombreuses transformations et vicissitudes qui s'expliquent a la fois, par l'etat des mentalites ou persistent les survivances de l'ordre aristocratique ancien, et par l'inadequation des lois et des institutions africaines contemporaines. C'est ici, sur le plan politique, que reside le grand probleme de la democratisation des societes africaines car, les lois et les institutions d'un peuple ne peuvent convenir a un autre peuple. Selon Tocqueville, l'etat politique democratique d'un peuple depend des circonstances dans lesquelles ce peuple vit: ses moeurs, ses lois, sa position geographique, donnent un cachet particulier a ses institutions. En Afrique, une longue tradition d'imitation nous amene a reproduire les lois et les institutions de peuples etrangers, ce qui contribue a accroi tre les tribulations et l'instabilite qui regnent encore aujourd'hui dans nos societes. Pour echapper a ces vicissitudes, nous devons non pas reproduire servilement chez nous les lois et les institutions des autres peuples, mais nous instruire de leurs exemples, afin de construire dans les circonstances particulieres ou vivent nos peuples, une democratie en accord avec celles-ci.
