Book excerpt: This book explains how cultural heritage can be a tool for enhancing urban agriculture and improving landscape and life quality. It cuts across the existing literature and fills the gaps between urban agriculture, considered as a food, social and environmental opportunity and cultural heritage, considered as resource. It focuses the role of the countryside for urban areas, in the history of the city and today. Its attention is on the quality for all areas, both outstanding, ordinary and degraded, as well as large, little or fragmented (European landscape convention 2000). It considers agricultural landscape as a system of tangible and intangible heritage components and relationships, to be retained, enhanced and transmit, in a process of inevitable but appropriate dynamic conservation and management over time (ICOMOS-IFLA Principles 2017). This book can benefit the collaboration among local players – such as farmers, citizens, associations, public institutions, stakeholders – in conserving and enhancing agrarian heritage and reinforcing the identity of places and people. It can strengthen collective action and generate positive effects on good large and local -scale management. The first part has a methodological character in order to enlighten the integrated approach between cultural heritage and urban agriculture. The second part exemplifies cases where the heritage has been recognised but not yet translated into concrete action. The third Part discloses ongoing process of co-construction, where policies have recognized the cultural, environmental and social meaning of urban agriculture as heritage. This book aims to reach scholars, local administrations, professionals, farmers and citizens. It involves many authors, many of whom are directly engaged with action-research in safeguarding and implementing the mutual interaction between urban agriculture activities and agrarian heritage.

Book excerpt: En 2002, le gouvernement du Québec introduisait le statut de paysage humanisé, une aire protégée en milieu habité afin d'élargir les mesures de conservation de la nature. S'appuyant sur la reconnaissance de la biodiversité associée à des pratiques culturelles traditionnelles, cette catégorie créait, par la même occasion, le premier statut de protection de paysages au Québec. Le paysage humanisé a aussi pour spécificité de reposer sur la démarche volontaire d'une collectivité plutôt que d'être initiée par l'État. Du coup, la démarche réfère au projet de paysage, une action territoriale collective. Depuis, plusieurs groupes ont lancé des projets de paysage humanisé pour aménager durablement leur territoire. Cependant, la démarche est longue et complexe en plus de réunir une diversité d'acteurs aux intérêts divers et possiblement opposés. Alors qu'aucun projet n'a été officiellement reconnu à ce jour, il importe pour le milieu du paysage de proposer des méthodes et des outils de participation pour favoriser l'aboutissement des projets. Ainsi, par le biais d'une recherche-action, ce mémoire s'est intéressé à la médiation paysagère, un processus participatif en émergence, en accompagnement du projet de paysage humanisé des acteurs des îles de la Commune et du Mitan près de Berthierville. Sa méthode s'est principalement structurée autour d'ateliers-rencontres avec les acteurs du projet. Leur programmation s'est inscrite dans un processus souple et itératif, tenant compte des décisions des participants tout en puisant dans la boîte à outils de représentation du paysage au fil des besoins. L'analyse des résultats a démontré la pertinence du paysage comme support de médiation. Ainsi, le concept de paysage a confirmé sa capacité à susciter la réflexion, les échanges et même l'action des acteurs autour de leur projet, et ce, malgré leurs différends. Les compétences professionnelles de l'architecte paysagiste ont été particulièrement mises à profit, mais elles ont aussi démontré le besoin de maîtriser des habiletés sociales et par conséquent d'élargir sa formation. Néanmoins, le paysage humanisé ouvre la voie au renouvellement de l'action de l'architecte-paysagiste dans le cadre de projets collectifs de paysage en tant que médiateur-concepteur. Toutefois, la médiation paysagère ne peut pallier le peu de soutien du gouvernement à l'élaboration d'un projet de paysage humanisé alors que sa démarche engage divers acteurs sur une très longue période et ne prévoit aucune aide financière.

La présente recherche se penche sur l'acceptabilité sociale de ce nouveau concept ainsi que sur l'élaboration d'un cadre conceptuel pour sa mise en oeuvre. Il apparaît, selon une enquête effectuée auprès d'une population d'étude située au nord de la péninsule gaspésienne, que la prise en compte du développement local, constitue une composante essentielle de l'acceptabilité du concept. Il s'agit également d'un des facteurs de succès de son équivalent français. Au niveau du cadre; conceptuel du paysage humanisé, les principales recommandations sont une simplification de l'organe de gestion, un financement adéquat une implication interministérielle, l'élaboration d'objectifs généraux, la mise en place d'un mécanisme de suivi et l'élaboration d'un document connexe permettant l'engagement clair des différents partenaires de la démarche.
