Pourtant, une analyse approfondie du concept semble faire de la durabilité et de la territorialité un même enjeu. L'étude de la reconversion du Bassin potassique alsacien a permis le rapprochement de ces deux notions. Le passage d'un système mono-activité / mono-identité propre à l'épopée minière à une diversification des activités et des cultures a permis d'envisager autrement son redéploiement et de montrer qu'il était à même d'accueillir un vrai projet de territoire tel un plan de développement durable. S'en sont suivis le décorticage des modalités d'application territoriale de la durabilité, une réflexion sur la pertinence de l'espace de projet, enfin une proposition de diagnostic territorial de développement durable élargi à tout le territoire, accompagné d'indicateurs de suivi. L'expérimentation d'un tel diagnostic pour le Bassin a montré l'importance que revêt la territorialité dans la mise en place de l'Agenda 21 local. Tout projet de ce type doit s'insérer dans une entité territoriale cohérente (Bassin potassique) même si les frontières de l'espace décisionnel (Communauté d'Agglomération de Mulhouse Sud-Alsace) en débordent. Même si la réflexion a porté sur le seul Bassin potassique, une application de ses apports méthodologiques serait particulièrement intéressante, dans le cadre d'expérimentations à d'autres plans de développement durable, au sein de territoires cohérents ou non, en France comme à l'étranger.
