La démocratie est un cadre institutionnel dans lequel divers courants de pensée ou familles politiques introduisent en fait des contenus sensiblement différents. Aussi n'a-t-on pas fini de s'expliquer sur le sens et les exigences d'une authentique démocratie. L'Église catholique aujourd'hui ne fait pas exception : elle approuve et défend, comme étant le plus conforme à la dignité de l'homme citoyen, le modèle démocratique. Beaucoup pensent qu'elle a mis bien du temps à s'y rallier. Et certains iraient jusqu'à dire qu'elle l'a fait à son corps défendant. Il n'est pas contestable qu'en France, surtout, l'avènement de la démocratie a été, pour le catholicisme, une épreuve. Mais ce fut et c'est encore une épreuve de vérité. C'est ce que ces pages veulent montrer. Au prix d'inévitables raccourcis, cet ouvrage s'efforce d'indiquer où se situent exactement les malentendus que l'atmosphère polémique de la "guerre des deux France" a longtemps exacerbés. Le but est aussi et surtout de mettre en lumière la démarche qui, dans la fidélité au message évangélique et à la Tradition vivante de l'Eglise, permet de surmonter ces malentendus et d'envisager l'avenir. La société de cette fin de siècle ne pourra refaire ce socle de valeurs communes dont elle a un pressant besoin que moyennant une démocratie de participation vivante et active. L'Eglise catholique devrait pouvoir y contribuer, à condition qu'elle-même instaure en son sein, sans infidélité à sa vocation propre, la participation que réclame l'appellation de "peuple de Dieu". Une société de débats, une Eglise où le débat ait sa juste place : les temps que nous vivons ne nous permettront plus d'échapper à cette double exigence. S'il est une originalité de ce livre, c'est d'abord d'essayer, références à l'appui, de montrer la genèse et les motifs de la résistance de l'Eglise catholique à une certaine présentation de l'idéal démocratique. C'est aussi de mettre en relief ce qui, à l'étape présente, fait encore difficulté, tout en indiquant quelque issue possible à ce qui se présente comme une impasse; c'est enfin de tenter une esquisse d'une meilleure articulation de l'Eglise dans l'originalité de sa vie interne et du modèle démocratique accepté non par mode de concession, mais comme exigence de responsabilité.

Book excerpt: How the Catholic Church redefined its relationship to the state in the wake of the French Revolution Catholicism and Democracy is a history of Catholic political thinking from the French Revolution to the present day. Emile Perreau-Saussine investigates the church's response to liberal democracy, a political system for which the church was utterly unprepared. Looking at leading philosophers and political theologians—among them Joseph de Maistre, Alexis de Tocqueville, and Charles Péguy—Perreau-Saussine shows how the church redefined its relationship to the state in the long wake of the French Revolution. Disenfranchised by the fall of the monarchy, the church in France at first embraced that most conservative of ideologies, "ultramontanism" (an emphasis on the central role of the papacy). Catholics whose church had lost its national status henceforth looked to the papacy for spiritual authority. Perreau-Saussine argues that this move paradoxically combined a fundamental repudiation of the liberal political order with an implicit acknowledgment of one of its core principles, the autonomy of the church from the state. However, as Perreau-Saussine shows, in the context of twentieth-century totalitarianism, the Catholic Church retrieved elements of its Gallican heritage and came to embrace another liberal (and Gallican) principle, the autonomy of the state from the church, for the sake of its corollary, freedom of religion. Perreau-Saussine concludes that Catholics came to terms with liberal democracy, though not without abiding concerns about the potential of that system to compromise freedom of religion in the pursuit of other goals.

Book excerpt: The waning influence of the Catholic church in the ethical and political debate For centuries the Catholic Church was able to impose her ethical rules in matters related to the intimate, that is, questions concerning life (from its beginning until its end) and the family, in the so-called Catholic countries in Western Europe. When the polity started to introduce legislation that was in opposition to the Catholic ethic, the ecclesiastical authorities and part of the population reacted. The media reported massive manifestations in France against same-sex marriages and in Spain against the de-penalization of abortion. In Italy the Episcopal conference entered the political field in opposition to the relaxation of several restrictive legal rules concerning medically assisted procreation and exhorted the voters to abstain from voting so that the referendum did not obtain the necessary quorum. In Portugal, to the contrary, the Church made a “pact” with the prime minister so that the law on same-sex marriages did not include the possibility of adoption. And in Belgium the Episcopal conference limited its actions to clearly expressing with religious, legal, and anthropological arguments its opposition to such laws, which all other Episcopal conferences did also. In this book, the authors analyse the full spectrum of the issue, including the emergence of such laws; the political discussions; the standpoints defended in the media by professionals, ethicists, and politicians; the votes in the parliaments; the political interventions of the Episcopal conferences; and the attitude of professionals. As a result the reader understands what was at stake and the differences in actions of the various Episcopal conferences. The authors also analyse the pro and con evaluations among the civil population of such actions by the Church. Finally, in a comparative synthesis, they discuss the public positions taken by Pope Francis to evaluate if a change in Church policy might be possible in the near future.
