Book excerpt: These guidelines developed by the California Commission on Peace Officer Standards and Training (POST) are to be used by agencies to conduct the pre-employment drug screening that should be a component of their comprehensive substance abuse programs. The guidelines are designed to help law enforcement agencies implement legally defensible and cost-efficient programs. A brief discussion of legal issues concerning drug screening of prospective employees covers the relevant court decisions and Federal guidelines contained in the Americans with Disabilities Act. The section on technical issues discusses some of the important program considerations regarding specimen collection, analytical methodologies, substances to be tested, and laboratories. The section on procedural issues addresses the logistics of moving applicants through the drug screening process in a secure and efficient way and examines issues including collection site security, chain of custody, and personal privacy. National Institute on Drug Abuse specimen collection guidelines are outlined, current California law enforcement policies are described, and recommendations from the model testing policy of the International Association of Chiefs of Police are provided. Supporting documents are contained in the appendixes.

Book excerpt: Information and guidance are provided to law enforcement agencies considering or in the process of implementing drug testing programs. The report combines information about technical, legal, and policy issues of concern to police agencies with practical advice from five major departments that are operating drug testing programs (District of Columbia, Chicago, Honolulu, Miami, and Louisville). The report provides an overview of Federal, State, and local drug testing policy initiatives as well as specific information on different types of urine tests and the situations in which they are being used (e.g., testing of tenured officers based on reasonable suspicion, in sensitive jobs, and during medical examinations). The authors stress the importance of using reliable, accurate testing methods and of issuing clear written procedures that provide for the privacy, confidentiality, and due process rights of employees. Appendixes present the drug testing policies and procedures of the five departments consulted in the study. Tables, chapter notes, and appendixes.

Book excerpt: For nearly three decades, methadone hydrochloride has been the primary means of treating opiate addiction. Today, about 115,000 people receive such treatment, and thousands more have benefited from it in the past. Even though methadone's effectiveness has been well established, its use remains controversial, a fact reflected by the extensive regulation of its manufacturing, labeling, distribution, and use. The Food and Drug Administration regulates the safety and effectiveness of methadone, as it does for all drugs, and the Drug Enforcement Administration regulates it as a controlled substance. However, methadone is also subjected to a unique additional tier of regulation that prescribes how and under what circumstances it may be used to treat opiate addiction. Federal Regulation of Methadone Treatment examines current Department of Health and Human Services standards for narcotic addiction treatment and the regulation of methadone treatment programs pursuant to those standards. The book includes an evaluation of the effect of federal regulations on the provision of methadone treatment services and an exploration of options for modifying the regulations to allow optimal clinical practice. The volume also includes an assessment of alternatives to the existing regulations.

Available in PDF, EPUB and Kindle. Book excerpt: It is at least a decade since scientists turned their imaginations to creating new compact, portable test instruments and self-contained test kits that could be used to analyze urine and saliva for alcohol, drugs, and their metabolites. Although the potential applications for such tests at the site of specimen collection, now called “on-site” or “point-of-care” testing, range far beyond hospital emergency rooms and law enforcement needs, it was catalyzed by the requirements of workplace drug testing and other drugs-of-abuse testing programs. These programs are now a minor national industry in the United States and in some western European countries, and cover populations as diverse as the military, incarcerated criminals, people suspected of driving under the influence of alcohol and other drugs, all athletes from college to professional ranks, and of course the general employed population, which is monitored for illegal drug use and numbers in the millions. It is not surprising, then, that the need for rapid and precise tests, conducted economically by trained professionals, has become a major goal. Current government approved and peer reviewed laboratory methods for urine analysis serve present needs very well and have become remarkably robust over the past twenty years, but the logistics of testing some moving populations, such as the military, the Coast Guard, workers on off-shore oil platforms, and athletes—perhaps the most mobile of these groups—are unacceptably cumbersome.

Available in PDF, EPUB and Kindle. Book excerpt: Annotation Drug testing has become an increasingly important part of the public sector workplace. For law enforcement officers, courts have granted government employers wide discretion in choosing a drug testing strategy. Brunet seeks to understand what leads one law enforcement agency to adopt a more rigorous testing program while another abstains from testing workers altogether. An emerging literature on drug testing as a mechanism of social control provides the theoretical base. An analysis of a sample of law enforcement agencies finds evidence that social distance within police organizations, the social status of officers, and the influence of third parties play significant roles in shaping a department s drug testing policy.
