Available in PDF, EPUB and Kindle. Book excerpt: More often than not Security Sector Reform (SSR) takes place against many odds, in barely enabling political, security, economic and social environments. Such difficult contexts may be characterised by widespread corruption, ongoing violence, imprecise, open-ended or non-inclusive peace agreements and post-conflict architectures, lack of resources, 'stolen' or impending elections or referenda - all circumstances that stand in the way of full-fledged, holistic and sustainable SSR efforts. Following an overview of 'ideal' SSR requirements, contrasted with typical obstacles inhibiting SSR efforts, the main body of this volume offers evidence-based analyses of positive and negative SSR records in barely enabling environments, drawing on the experiences of specific national and international SSR programmes and experiences in Africa, the Americas, Asia and Europe. Lessons learned from these experiences are intended to feed into theoretical re-thinking of SSR policy frameworks as well as to help practitioners in designing and implementing effective and sustainable SSR in challenging environments.

Available in PDF, EPUB and Kindle. Book excerpt: "Security sector reform (SSR) is widely recognised as key to conflict prevention, peace-building, sustainable development and democratisation. SSR has gained most practical relevance in the context of post-conflict reconstruction of so-called failed states' and states emerging from violent internal or inter-state conflict. As this volume shows, almost all states need to reform their security sectors to a greater or lesser extent, according to the specific security, political and socio-economic contexts, as well as in response to the new security challenges resulting from globalisation and post-9/11 developments. Contributions from academics and practitioners elaborate on both the conceptual underpinnings and the practical realities of security sector reform and - a crucial aspect of post-conflict peace-building - security sector reconstruction. Book excerpt: Major events of human prehistory such as the post-glacial recolonization of Northern Europe and the spread of agriculture through the Mediterranean took place on landscapes that are now, at least partially, underwater. Large parts of this submerged terrain are accessible to divers and can be investigated archaeologically. Prehistoric underwater research has emerged in recent decades as a distinct sub-discipline, developing approaches and methodologies that can be applied in coastal regions worldwide. As a result there is growing awareness of the potential for underwater archaeology to transform our ideas about the course of prehistory. This volume examines existing practice and new developments in the field of submerged prehistoric landscape research. The 25 peer-reviewed contributions from leading authors cover the results of recent research on three continents and the application of methodologies and techniques for site discovery, investigation and interpretation.

Available in PDF, EPUB and Kindle. Book excerpt: A country is policed only to the extent that it consents to be. When that consent is withheld, cops either negotiate or withdraw. Once they do this, however, they are no longer police; their role becomes something far murkier. Several months before they exploded into xenophobic violence, Jonny Steinberg travelled the streets of Alexandra, Reiger Park and other Johannesburg townships with police patrols. His mission was to discover the unwritten rules of engagement emerging between South Africa's citizens and its new police force. In this provocative new book, Steinberg argues that policing in crowded urban space is like theatre. Only here, the audience writes the script, and if the police don't perform the right lines, the spectators throw them off the stage. In vivid and eloquent prose, Steinberg takes us into the heart of this drama, and picks apart the rules South Africans have established for the policing of their communities. What emerges is a lucid and original account of a much larger matter: the relationship between ordinary South Africans and the government they have elected to rule them. The government and its people are like scorned lovers, Steinberg argues: their relationship, brittle, moody, untrusting and ultimately very needy.

Available in PDF, EPUB and Kindle. Book excerpt: This volume discusses the emergence and role of the art salon in the Arab region in the nineteenth and twentieth centuries, focusing on Algeria, Tunisia, Egypt, Lebanon and Iraq. Institutional forms of exhibiting and teaching art emerged in the Middle East and North Africa in late colonial and early post-colonial contexts. The book examines how the salon had an impact on the formation of taste and on debates on art, and discusses the transfers and cultural interactions between the Middle East, North Africa and Europe. Following the institutional model of the Paris salons, art salons emerged in Algiers, Tunis and Cairo starting in the late 1880s. In Beirut, the salon tradition reached its peak only after independence in the mid-twentieth century. Baghdad never had a formal salon, but alternative spaces and exhibition formats developed in Iraq from the late 1940s onwards. As in Paris, the salons in the region often defined the criteria of artistic production and public taste. The impact of the salon also lay in its ability to convey particular values, attitudes and aspirations. At the same time, the values and attitudes promoted by the salon as well as the salon itself were often subject to debate, which led to the creation of counter-salons or alternative exhibition practices. The art salon helps us to understand changes in the art systems of these countries, including the development of art schools, exhibition spaces and artist societies, and gives insight into the power dynamics at play. It also highlights networks and circulations between the Arab region and Europe.

Book excerpt: This edited volume takes stock of the state of research and policy on the issue of Small Arms and Light Weapons (SALW), ten years after the UN first agreed to deal with the problem. The end of the Cold War originated a series of phenomena that would subsequently come to dominate the political agenda. Perhaps most symptomatic of the ensuing environment is the marked escalation in the scale and dynamics of armed violence, driven by the proliferation of SALW. Events in Rwanda, Somalia and Bosnia seared into global consciousness the devastating effects of this phenomenon, and of the necessity to engage actively in its limitation and prevention. This edited volume explores and outlines the research and policy on the SALW issue at this critical juncture. In addition to providing a detailed telling of the genesis and evolution of SALW research and advocacy, the volume features a series of essays from leading scholars in the field on both advances in research and action on SALW. It reflects on what has been achieved in terms of cumulative advances in data, methodology and analysis, and looks at the ways in which these developments have helped to inform policy making at national, regional and international levels. Alongside situating and integrating past and present advances in advocacy and international action, Controlling Small Arms also outlines future directions for research and action. This book will be of much interest to students of small arms, peace and conflict studies, peacebuilding, security studies and IR.
