El problema es grave. En los '80, cuando la crisis de la deuda en América Latina golpeaba a la primera generación de gobiernos pos-autoritarios, las fuerzas progresistas o de izquierda fueron incapaces de elaborar una propuesta económicamente sólida y políticamente convincente para superar el momento. Frente al evidente agotamiento del modelo estadocéntrico de crecimiento hacia adentro, el progresismo se quedó sin discurso y sin planes. El resultado fue una década de hegemonía neoliberal, con los resultados por todos conocidos. El riesgo, ahora, es que la inseguridad ocupe el lugar que en el pasado ocuparon el déficit fiscal y la ineficiencia del Estado. De hecho, es lo que ya está pasando en muchos países, como en El Salvador o Guatemala, donde las propuestas de mano dura cosechan cada vez más votos. Frente a esta ofensiva, el progresismo político demora en encontrar respuestas. Esta falta se debe, en primer lugar, al hecho de que en muchos sectores de izquierda todavía persisten traumas históricos asociados a las dictaduras y la represión policial. Para el progresismo, las instituciones policiales son sujetos de arbitrariedades y discriminación y no los garantes de derechos y libertades de la ciudadanía. Por otro lado, en algunos círculos persiste la idea de que la inseguridad es un subproducto más o menos automático de la pobreza y la exclusión social y que, por lo tanto, hasta tanto no se resuelvan estos males endémicos no será posible enfrentarla. Y esto, más allá de si el diagnóstico es correcto o no, impide pensar el mientras tanto. Durante años, Marcelo Fabián Sain fue uno de los pocos académicos argentinos de perfil progresista que se dedicó a trabajar de manera seria y sistemática el tema de la seguridad y, especialmente, el de la policía.
