Book excerpt: En la última década, obedeciendo a una decisión política y en respuesta a la profunda crisis que afectaba al Estado, se proyectó, se puso en marcha y se concretó un programa de reestructuración de las empresas públicas. Esta determinación gubernamental se fundó en la imperiosa necesidad de proporcionar una vía válida de solución a la situación crítica por la que atravesaba la administración pública estatal y no estatal. La respuesta a estos males se orientó hacia la reforma del Estado. Una de las manifestaciones a la reestructuración del Estado fue la aplicación de un sistema de privatizaciones, en el convencimiento de que era el único camino viable para la reducción del gasto público y para el ofrecimiento de mejores y eficaces servicios a toda la sociedad argentina. El producto de esa transformación en el área de las privatizaciones ha sido plasmado en lo que hemos dado en llamar “Empresas Públicas. De Estatales a Privadas”. El tratamiento de las empresas públicas que aquí se expone responde a un esquema sistematizado con el objeto de brindar, al interesado en la temática, una visión elaborada que abarca el antes, el durante y el después de la privatización de cada empresa. Los documentos transcriptos se ofrecen actualizados con las modificaciones ya incorporadas a sus artículos originarios. Se ha agregado a la fecha del dictado de las leyes, decretos y resoluciones, la de su publicación en el Boletín Oficial con el propósito de referenciar el documento y facilitar su localización.

Over the last 15 years, Chile has been the Latin American country with the most consistent and successful economic record. The success of Chile's economic reforms and the subsequent dramatic increase in real income are well known. To a large extent, Chile's positive fiscal outcomes have been the result of sound policies as well as sound fiscal institutions. However, there is room for improvement in the education and health sectors, and the results for Chile in terms of equality of income are not positive. 'Chile: Recent Policy Lessons and Emerging Challenges' presents a series of papers analyzing different aspects of Chilean public policy, which cover economic and social policies as well as regulatory and governance issues. The book is broken down into three parts: The first part examines the contribution of macroeconomic policies to superior outcomes; the second part analyzes the many advances in the social sector and the remaining troublesome issues; and the third part evaluates regulatory reforms and the effects of privatization. Since no public policy model is static, further reforms are needed to maintain Chile's economic growth as well as to respond effectively to public demands. As Chile grapples with its pockets of poverty, the balance between social safety nets and the need for greater efficiency in labor markets, a rebalancing of regulatory powers, and other thorny issues, it will need to rely on its institutional experience in public policy and conflict resolution.
