Strayer's edited Dictionary of the Middle Ages (CH, Nov'87; Supplement I, ed. by W. C. Jordan, CH, Sep'04, 42-0044). The focus on warfare allows the editors to offer larger entries on major topics (e.g., "Agincourt," "Crusades," "Feudalism") and introduce many complementary topics. The editors are concerned with Europe; they expand coverage into Asia or Africa only because of the connection to medieval Europe. Coverage also includes an abundance of entries pertaining to Central and Eastern Europe. Most of the 1,000-plus entries are about a page in length, but a few approach 50 pages. Medium and large-size entries, such as "Chivalry," "Germany," and "Slavic Lands," discuss primary sources and very valuable historiographies. A thorough index helps readers locate the Knights Templar under "Orders, Military, Levantine Orders." Cross-references and bibliographies follow each of the signed entries. Locating reliable and scholarly information on the Knights Templar and Vlad Tepes (Dracula) is tricky. Some of the bibliographies include sources in foreign languages. For example, the references for the Black Army of Hungary are in Hungarian. Noticeably missing are entries for the many wars. This set is particularly suited to research libraries. The search for efficiency and functionality has profoundly affected coastal and urban landscapes: gigantism in the port industry has contributed to the degradation of environmental resources and habitats, and modernization processes have marginalized local cultures and historical, community-based values, thus causing original features and local specificity to disappear from most of our historical waterfronts. During the last few decades, the restructuring of port and industrial activities, the greater importance of leisure and tourism, and increasing concern for environmental matters have led to the “rediscovery of water” and to the design and implementation of new urban policies aimed at redeveloping urban waterfronts. Against this background, Venice and Tokyo represent paradigmatic cases of the many challenges which confront urban governance in cities on water. In fact, the urban history of these cities is intimately linked to their relationship with water, which has changed over the centuries, creating articulated and complex structures that have characterized their physical aspect, and even the image of the two cities offered to the rest of the world. From this perspective, this volume highlights the most important socio-economic, historical, identitarian, environmental, and cultural dimensions of the process of the “rediscovery of water” in Venice and Tokyo, as well as offering a re-evaluation of their heritage and identity as cities of water. Counternarcotics campaigns, particularly those focused on eradication, typically fail to bankrupt belligerent groups that rely on the drug trade for financing. Worse, they actually strengthen insurgents by increasing their legitimacy and popular support. Felbab-Brown, a leading expert on drug interdiction efforts and counterinsurgency, draws on interviews and fieldwork in some of the world's most dangerous regions to explain how belligerent groups have become involved in drug trafficking and related activities, including kidnapping, extortion, and smuggling. State fragility or failure are endemic, with no fewer than one-third of the states in the United Nations earning a "high warning"-or worse-in the Fragile States Index, and an equal number suffering a decline in sustainability over the past decade.1 State weakness invites a range of illicit actors, including international terrorists, globally networked insurgents, and transnational criminal organizations (TCOs). The presence and operations of these entities keep states weak and incapable of effective governance, and limit the possibility of fruitful partnerships with the United States and its allies. Illicit organizations and their networks fuel corruption, eroding state legitimacy among the governed, and sowing doubt that the state is a genuine guardian of the public interest. These networks can penetrate the state, leading to state capture, and even criminal sovereignty.2 A growing number of weak and corrupt states is creating gaping holes in the global rule-based system of states that we depend on for our security and prosperity. Indeed, the chapters of this book suggest the emergence of a highly adaptive and parasitic alternative ecosystem, based on criminal commerce and extreme violence, with little regard for what we commonly conceive of as the public interest or the public good. The last 10 years have seen unprecedented growth in interactivity between and among a wide range of illicit networks, as well as the emergence of hybrid organizations that use methods characteristic of both terrorist and criminal groups. In a convergence of interests, terrorist organizations collaborate with cartels, and trafficking organizations collude with insurgents. International terrorist organizations, such as al-Qaeda and Hezbollah, engage energetically in transnational crime to raise funds for their operations. Prominent criminal organizations like Los Zetas in Mexico and D-Company in Pakistan have adopted the symbolic violence of terrorists-the propaganda of the deed-to secure their "turf." And networked insurgents, such as the Islamic State of Iraq and the Levant (ISIL), the Revolutionary Armed Forces of Colombia (FARC), and the Liberation Tigers of Tamil Eelam (LTTE), have adopted the techniques of both crime and terror.
