I selected the example application areas covered here for their difficulty and have provided both program examples for specific applications and (I hope) the method ology and spirit required to master problems for which there is no obvious solution. I developed the example programs on a Macintosh TM using the Macintosh Common LISP TM development system capturing screen images while the example programs were executing. To ensure portability to all Common LISP environments, I have provided a portable graphics library in Chapter 2. All programs in this book are copyrighted by Mark Watson. Twelve cases from both developed and developing countries are elaborated in the book. Its intention is to draw lessons from the cases of extremely severe water shortages so that countries and stakeholders can be better prepared for extreme drought events in the future. Several recurrent themes emerge from the diverse case studies and descriptions of programs. For example, most chapters discuss the necessity to move from reactive (compensatory) to preventive policies. This theme has implications for use of insurance in developing countries, e.g. is insurance encouraging investments to help countries avoid disasters or is it acting mostly in a humanitarian way to compensate for losses to help people? Several authors point to the importance of risk assessment and to developing risk based policies for drought. This raises statistical issues of how such assessments of uncertainty and risks are done and how they relate to actual occurrence of events. Most chapters call for more inter-sectoral policies, policies which integrate water resources management approaches and to the necessity of raising public awareness of droughts in times of no drought. The issue of structural versus nonstructural is clear in most cases. While often cast as ‘either/or’ the message that emerges is more one of how do you integrate these approaches. Other problems such as acid mine drainage are a legacy of the region's past coal mining, heavy industry, and manufacturing economy. Currently, water planning and management in southwestern Pennsylvania is highly fragmented; federal and state governments, 11 counties, hundreds of municipalities, and other entities all play roles, but with little coordination or cooperation. The report finds that a comprehensive, watershed-based approach is needed to effectively meet water quality standards throughout the region in the most cost-effective manner. The report outlines both technical and institutional alternatives to consider in the development and implementation of such an approach.

Every decision, every action, even the refusal to either act or decide involves some element of risk. Perhaps, because we accept relatively low levels of risk in our daily activi ties, we tend to minimize the existence of risk and thereby fail to include risk assessment in those decisions and actions which could be improved through a risk assessment process. However, our casual approach to risk assessment seems to stem largely from the diffi culties inherent in measuring risk rather than from any lack of cognizance of the existence of risk. This conclusion is evidenced by the many statements in official documents relating to planning and evaluation which suggest that risk assessments should be con ducted but do not provide the mechanism for such assessments nor do they encourage their consideration in the decision making process. This conference on Risk/Benefit Analysis in Water Resources Planning and Management is notable because it attempts to identify and evaluate the mechanisms available for risk assessment which might be useful in water resources planning and management efforts. Book excerpt: Because water is not equitably distributed in time and place, in the right quantity with the adequate quality, water planning and management is used to redistribute the resource in such a way that tries to satisfy the necessities of water users, including the environment. Policies are proposed to improve the water management, however, selecting the best alternative can be difficult when tradeoffs among alternatives improve certain aspects of the planning and management and worsen others. This research establishes a methodology to evaluate water management policies in order to clearly and systematically identify policies that improve the water management. First, each water user, system or environmental requirement are evaluated using performance criteria. Second, performance criteria are summarized using the Sustainability Index. Finally, individual Sustainability Indices are grouped using the Sustainability by Group Index. The Sustainability by Group Index makes it possible to compare groups of water users and regions at a glance. This methodology has been successfully applied in the Rio Grande/Rio Bravo basin, a transboundary basin between the United States and Mexico. A set of scenarios was defined by water users, authorities and environmental organizations of the basin from both countries. A water resources planning model was constructed to represent the water management of the basin. The model was used to evaluate several scenarios and the benefits or damages that each policy provides. Two winning scenarios (called Meta-scenarios) that improve the management for water users, the environment and international treaty obligations were identified. Meta-scenario A is an immediate action scenario that includes: buyback of water rights, improvement in irrigation infrastructure, water demand reduction for irrigation districts in Mexico and the US, groundwater banking and the inclusion of environmental flows. Meta-scenario B is a short term scenario that includes the policies of Meta-scenario A plus expanded buyback of water rights, additional improvements in infrastructure and sharing of water savings between farmers in the US and Mexico. Results have been presented to decision makers and water users in both countries who will ultimately decide if they should implement the suggested policies. Most importantly, some alternative policies are now known that can help to improve the water management in the basin, for whom and where.
