Book excerpt: Language is a major part of identity in any context, but especially in situations of disenfranchisement and marginalization, in which heritage languages are often subject to repression and resultant shift and loss. One such case of potential loss of linguistic and cultural identity involves the Amazigh language groups in Morocco (and the other Maghreb countries), in the face of past Arabicization efforts in North Africa, the continuing influence of French from the colonial period, and the spread of English as a world language. In this study, I report on the results of a survey that elicited Moroccans’ views regarding the current linguistic landscape of their country, and their predictions for the future. The survey was conducted with two groups, teachers of English in Morocco and members of the Royal Institute of Amazigh Culture or Institut royale de la culture amazighe (IRCAM), a product of the recent and controversial government support for Amazigh identity and issues. Qualitative analysis of the survey open-ended response questions suggests that both of these groups believe the linguistic landscape of Morocco will remain largely the same, but with a stronger presence of English. While the scale of positive change in Amazigh’s revitalization is slower than hoped for, I conclude tentatively that the issue is entering public consciousness on a broad scale, paving the way for larger scale societal change in favor of Amazigh.

I discuss how the issue of language is at the centre of the current cultural and political debates in Morocco. The present book is an investigation of the ramifications of multilingualism for language choice patterns and attitudes among Moroccans. More importantly, the book assesses the roles played by linguistic and cultural factors in the development and evolution of Moroccan society. It also focuses on the impact of multilingualism on cultural authenticity and national identity. Having been involved in research on language and culture for many years, I am particularly interested in linguistic and cultural assimilation or alienation, and under what conditions it takes place, especially today that more and more Moroccans speak French and are influenced by Western social behaviour more than ever before. In the process, I provide the reader with an updated description of the different facets of language use, language maintenance and shift, and language attitudes, focusing on the linguistic situation whose analysis is often blurred by emotional reactions, ideological discourses, political biases, simplistic assessments, and ethnolinguistic identities.

A complex environment where many local/foreign, formal/informal varieties coexist. The local varieties in this linguistic situation are: Moroccan Arabic, Amazigh varieties and some minority varieties such as Saharian dialect and Judeo-Arabic. Classical Arabic or Standard Arabic is somehow local as it represents the Islamic identity of Moroccans, but it is not used in the Moroccan everyday life. The foreign languages - French, English and Spanish - are divided into two categories, colonial and global foreign languages. French and Spanish invasion of the Moroccan linguistic situation was the result of the Colonial policy, enforced in the 20th century. English also introduced to Moroccans in that period, when Moroccans got into contact with British and Americans. But the serious spread of English was a result of Globalization. Then Chapter 2 will discuss the French dominance facing the English spread in Morocco, and education will be an example of that, whether in primary school, junior and secondary high school or Higher Education. Thus, the attitudes of students towards English and French are important to highlight this issue of dominance and spread. After conducting a study in Sultan Moulay Sliman University, precisely the English department, I have collected a data which enables me to discuss this relationship between French and English in the Moroccan context.

Indeed, the movement seeks nothing less than a refashioning of the identity of North African states, a rewriting of their history, and a fundamental change in the basis of collective life. In so doing, it poses a challenge to the existing political and sociocultural orders in Morocco and Algeria, while serving as an important counterpoint to the oppositionist Islamist current. This is the first book-length study to analyze the rise of the modern ethnocultural Berber/Amazigh movement in North Africa and the Berber diaspora. Bruce Maddy-Weitzman begins by tracing North African history from the perspective of its indigenous Berber inhabitants and their interactions with more powerful societies, from Hellenic and Roman times, through a millennium of Islam, to the era of Western colonialism. He then concentrates on the marginalization and eventual reemergence of the Berber question in independent Algeria and Morocco, against a background of the growing crisis of regime legitimacy in each country.
