Book excerpt: This book addresses the perennial question of how to promote Africa’s indigenous languages as medium of instruction in educational systems. Breaking with the traditional approach to the continent’s language question by focusing on the often overlooked issue of the link between African languages and economic development, Language Policy and Economics argues that African languages are an integral part of a nation’s socio-political and economic development. Therefore, the book argues that any language policy designed to promote these languages in such higher domains as the educational system in particular must have economic advantages if the intent is to succeed, and proposes Prestige Planning as the way to address this issue. The proposition is a welcome break away from language policies which pay lip-service to the empowerment of African languages while, by default, strengthening the stranglehold of imported European languages.

Book excerpt: Language is a critical factor in nation-building, and in a continent such as Africa, where language groups do not necessarily correspond with national boundaries, it is potentially contentious as well. Ayo Bamgbose's new book focuses on the problem of language exclusion, whereby certain languages -- and groups -- are omitted from language policies, particularly in countries in Sub-Saharan Africa. Originally based on a series of lectures given in South Africa, the individual chapters largely preserve the original style of presentation. Consequently, the book is readable, and a valuable introduction to some of the more important issues in African sociolinguistics. The book makes special reference to the language situation in post-apartheid South Africa. The appendices provide access to some of the most important documents on language policies such as the Organization of African Unity's Language Plan of Action For Africa (1986), the language provisions in the Constitution of the Federal Republic of South Africa (1996), and the Barcelona Universal Declaration on Linguistics Rights.

Book excerpt: Language is a tool used to express thoughts, to hide thoughts or to hide lack of thoughts. It is often a means of domination. The question is who has the power to define the world around us. This book demonstrates how language is being manipulated to form the minds of listeners or readers. Innocent words may be used to conceal a reality which people would have reacted to had the phenomena been described in a straightforward manner. The nice and innocent concept "cost sharing", which leads our thoughts to communal sharing and solidarity, may actually imply privatization. The false belief that the best way to learn a foreign language is to have it as a language of instruction actually becomes a strategy for stupidification of African pupils. In this book 33 independent experts from 16 countries in the North and the South show how language may be used to legitimize war-making, promote Northern interests in the field of development and retain colonial speech as languages of instruction, languages of the courts and in politics. The book has been edited by two Norwegians: Birgit Brock-Utne is a professor at the University of Oslo and a consultant in education and development. From 1987 until 1992 she was a professor at the University of Dar es Salaam. Gunnar Garbo, author and journalist and former member of the Norwegian Parliament, was the Norwegian Ambassador to Tanzania from 1987 to 1992.

Available in PDF, EPUB and Kindle. Book excerpt: Diversity in African Languages contains a selection of revised papers from the 46th Annual Conference on African Linguistics, held at the University of Oregon. Most chapters focus on single languages, addressing diverse aspects of their phonology, morphology, semantics, syntax, information structure, or historical development. These chapters represent nine different genera: Mande, Gur, Kwa, Edoid, Bantu, Nilotic, Gumuzic, Cushitic, and Omotic. Other chapters investigate a mix of languages and families, moving from typological issues to sociolinguistic and inter-ethnic factors that affect language and accent switching. Some chapters are primarily descriptive, while others push forward the theoretical understanding of tone, semantic problems, discourse related structures, and other linguistic systems. The papers on Bantu languages reflect something of the internal richness and continued fascination of the family for linguists, as well as maturation of research on the family. The distribution of other papers highlights the need for intensified research into all the language families of Africa, including basic documentation, in order to comprehend linguistic diversities and convergences across the continent. In this regard, the chapter on Daats’íin (Gumuzic) stands out as the first-ever published article on this hitherto unknown and endangered language found in the Ethiopian-Sudanese border lands.

Book excerpt: The book presents a collection of papers in English, French and German, which touch on a wide variety of cultural, political, and educational ramifications of multilingualism in Africa. Apart from the general introduction, all contributions stem from African scholars representing their inside perspective on matters. The contributions refer to sociolinguistic situations primarily in Benin, Kenya, Mali, Senegal, South Africa, Sudan and Togo. They deal with aspects of language contact and language change, language empowerment and protection of linguistic diversity, linguistic landscape and language legitimization, regional integration, HIV/AIDS communication, and language issues in education from primary to tertiary level. A special sub-focus is on the teaching of foreign languages such as German in Africa. The book contains 12 contributions in English, three in French, and two in German.

Available in PDF, EPUB and Kindle. Book excerpt: Development is based on communication through language. With more than two thousand languages being used in Africa, language becomes a highly relevant factor in all sectors of political, social, cultural and economic life. This important sociolinguistic dimension hitherto remains underrated and under-researched in 'Western' mainstream development studies. The book discusses the resourcefulness of languages, both local and global, in view of the ongoing transformation of African societies as much as for economic development. From a novel 'applied African sociolinguistics' perspective it analyses the continuing effects of linguistic imperialism on postcolonial African societies, in particular regarding the educational sector, through imposed hegemonic languages such as Arabic and the ex-colonial languages of European provenance. It offers a broad interdisciplinary scientific approach to the linguistic dimensions of sociocultural modernisation and economic development in Africa, written for both the non-linguistically trained reader as much as for the linguistically trained researcher and language practitioner.

Book excerpt: With increasing numbers of computers and diffusion of the internet around the world, localisation of the technology, and the content it carries, into the many languages people speak is becoming an ever more important area for discussion and action. Localisation, simply put, includes translation and cultural adaptation of user interfaces and software applications, as well as the creation and translation of internet content in diverse languages. It is essential in making information and communication technology more accessible to the populations of the poorer countries, increasing its relevance to their lives, needs, and aspirations, and ultimately in bridging the 'digital divide'.

Available in PDF, EPUB and Kindle. Book excerpt: Language and Politics in Africa is a fine collection of both empirically and theoretically based articles from across the African continent and beyond, but all focusing on the twin issues of Language and Politics in post colonial African countries. The authors offer critical perspectives on contemporary theoretical, empirical and policy issues related to language and how such issues manifest themselves at the inevitable interface with politics in a number of African countries. Coming at a time when most African countries are still grappling with language policy and planning issues while others are increasingly having to contend with the political outcomes of linguistically and ethnically heterogeneous nation-states, the present volume is a must read for scholars and students who are interested on the twin issues of language and politics since it represents one of the first attempts at documenting how language and politics affect each other in a number of African countries. The volume is divided into two sections dealing with the politics of language and the language of politics in African countries.
