Book excerpt: The developing world is not lacking in successful grassroots initiatives for Natural Resource Management but few of these have spread beyond their initial limited domain. The issue of scaling up has recently gained attention based on the argument that these successful local NRM initiatives should be scaled up to a level that generates larger economic and environmental benefits more rapidly. Scaling is viewed as a process of planned intervention. The notion of scaling up thus involves finding a balance between a universalist perspective, where broad principles and practices are believed to be applicable to a wide band of situations, and a contextualist perspective, which emphasizes local initiative and demand. The aim of this book is to improve the understanding of the process of scaling up grassroots NRM initiatives so as to be better able to plan and implement scaling up interventions. An actor-oriented approach is used to recognize the central role of various social actors and their different perspectives, and that emphasizes the dynamic interaction between internal and external factors in any process of social change.

This book examines numerous empirical examples of policy in action to identify principles for the successful application of market-based policy instruments. Where some market instruments are used to fix market failures by putting a value on environmental protection, others use market-like mechanisms to allocate financial incentives for environmental work. They are promoted as flexible, efficient and politically neutral solutions to the competing demands of social, economic and ecological sustainability. But they also attract criticism for rolling back environmental regulation and privatizing public goods. This book argues that while many market-based instruments have merit, decisions about responsibility cannot be left entirely to the market. Whichever instruments we use, decision-making needs to be embedded in a logic of democratization. Using case studies from around the world, this book investigates how instruments like eco-standards, payments for ecosystem services, pollution trading and community-based natural resource management perform in practice, and what can be learned about applying them more effectively. With the approval of the idea by the Congress Organizing Committee, serious efforts to make it a reality got under way in early 2003. The rigorously peer-reviewed and edited manuscripts were submitted to the publisher in December 2003. Considering the many differentindividualsinvolved in the task as authors and manuscriptreviewers, we feel quite pleased that the task could be accomplished within this timeframe. We are pleased also about the contents on several counts. First of all, the tropical-temperate mix of topics is a rare feature of a publication of this nature. In spite of the scienti?c commonalities between tropical and temperate practices of agroforestry, the differences between them are so enormous that it is often impossible to mesh them together in one publication. Secondly, several of the chapters are on topics that have not been discussed or described much in agroforestryliterature. A third feature is that some of the authors, though well known in their own disciplinary areas, are somewhat new to agroforestry; the perceptions and outlooks of these scholars who are relatively unin?uenced by the past happenings in agroforestry gives a whole new dimension to agroforestry and broadensthescopeofthesubject.
