The book examines the possibility of resolving past and continuing social injustices that are rooted in colonial or some such other similar experience of states from a variety of perspectives. First the issue is examined from an international law perspective, which evaluates the validity of counter claims to title to land in affected SADC states. Secondly the issue is examined from a human rights perspective, which privileges promotion for the respect of the inherent dignity of all persons. Thirdly, the issue is examined from victimology and psychology schools of thought in order to understand both the effect and impact on stakeholders of the operative dynamics in conflicts that arise from long standing social injustices that are connected to colonial or some such other similar historical experience of States. The book proposes humwefficiency as a model for resolution of this type of conflict. This model targets preservation of the inherent dignity of all stakeholders by combining international human rights morality with local intuition about land ownership and use. In this sense, the book takes human rights theory beyond politics and utopia, and applies it to foster new social engineering technologies for the resolution of social injustices and promotion of social justice. This is justified by the fact that the human rights culture has evolved in a considerably short period of time to become the dominant culture of the world.

This book answers in the negative. Drawing upon land reform movements over twenty-six centuries of history, Tuma develops a hypothesis about land tenure reform that should enable other scholars to evaluate the success of past reform movements and to see the trends of present and future ones more clearly. In the first part of the study, a general definition of land tenure reform is advanced. Starting with the ordinary meaning of reform as "a redistribution of land to benefit the small farmer or landless agricultural worker," this definition is modified so as to take into account various forms of tenure of title to land, patterns of cultivation, terms of holding, and scale of operation. The middle section of the book presents a comparative study of different types of land reform movements. Eight major "case histories" are considered--the Greek reforms of Solon and Pisistratus in the sixth century B.C.; the Roman reforms of the Gracchi in the second century B.C.; the English tenure changes covering the commutations of the Middle Ages, and the enclosures of the sixteenth and eighteenth centuries; the reforms accompanying the French Revolution; the three Russian reforms: the emancipation of 1861, the Stolypin reforms of 1906 - 1911, and the Soviet reform beginning in 1917; the Mexican reform after the 1910 revolution; the Japanese reform after the Second World War; and the Egyptian reform starting in 1952. In sum, the book relates the land reform movements of past centuries to those now in progress in underdeveloped countries. It argues that the land reforms of the last two decades have dealt with symptoms rather than causes, have affected only a small percentage of either the population or the cultivable area, and warns that even if high concentrations of the land-holdings are broken down, reconcentration is likely to recur unless strong preventive measures are taken. This study is also one among them with a difference that this study has been conducted not only to understand the status of implementation and impacts in terms of productivity and distributive justice but also to explore the possibility and potential of this measures for promoting human development. Land reforms with various dimensions have been one of the major issues for the nation as a whole and remained sensitive subject among the states from pre-independence period. Uttar Pradesh is one of the states where the issues of land reforms could attract leaders of freedom movement most. There have been expectations that the political will of the poverty sensitive government in power could translate the expectations of the landless poor, particularly dalit and poor through effective implementation of land redistribution in order to empower dalit and poor in real sense. Present study is an attempt to comprehend the ground reality of land reforms and its contribution towards promotion of human development in Uttar Pradesh based on household data from the sample villages.
