Book excerpt: The relationship between the agrarian structure of Bangladesh and its problems of rural development is established in this study based on four years (1975-79) of field research. The authors suggest that the concentration of land in the hands of a rural elite is the principal impediment to the participation of weaker sections of the peasantry in economic progress. Tracing the failure of local attempts to change Bangladesh's agrarian structure by legislative means, they outline a modified program for rural development that is linked to agrarian reform. Agrarian reform, Drs. Jannuzi and Peach argue, is the prerequisite for a rural development strategy that provides for both economic growth and improved income distribution; thus, approaches to rural development in Bangladesh that place reliance on new agricultural technology without first changing the institutions that determine peoples' relationships to the land are not viable. The authors' policy recommendations, grounded in new data on the relative proportions of owners of land, sharecroppers, and the landless, are supplemented by a theoretical analysis of the institution of sharecropping and detailed field work methodology.

Land use priorities have to strike a balance between competing needs of agriculture, forestry, fisheries, livestock, settlements, and urban and industrial development. This study aimed to explore the existing land use patterns in Bangladesh to understand existing land use dynamics and predict future land uses. Time and population pressure were found to be the major driving forces to determine land use and land use changes in Bangladesh. As the country is slowly advancing towards development urbanization and industrialization are emerging as major conflicting land uses converting very good agricultural land to non-agricultural purposes. To overcome the loss of these lands farmers are trying to increase food production from the remaining lands without considering the productive capacity of the lands. Land tenure was also found to constrain potential yield. This results in a lack of inspiration and encouragement to produce more food from the land. It is now imperative to adopt a land reform programme providing the farmers with ownership rights over the land they cultivate.

Book excerpt: It is argued in this volume that inequitable land distribution is the largest single issue threatening the Southern African Development Community (SADC) states' transition to democratic governance and its subsequent social, economic and political changes. The text examines problems with land rights and land claims in 21st-century SADC states. In particular, the legitimacy of counter-claims of title to real property, linked to conversion from oral governance before colonization to formal record governance after colonization, is analysed. The author examines the phenomenon of social change as an impetus for development of social conceptions of justice and, with it, substantive norms of law relating to ownership of real property. After outlining the issues, Land Reform Policy presents a theoretical model for interpreting the requirements of justice to be applied in the aftermath of fundamental change. The challenges facing the SADC states provide lessons for many other nations, whose governments have continuing social injustices rooted in counter-claims to land to contend with.
