Book excerpt: Sustainable Life on Land, the fifteenth UN Sustainable Development Goal (SDG 15), calls for the protection, restoration and promotion of the sustainable use of terrestrial ecosystems. Among others, it requires societies to sustainably manage forests, halt and reverse land degradation, combat desertification, and halt biodiversity loss. Despite the fact that protection of terrestrial ecosystems is on the rise worldwide and forest loss has slowed, the recent IPBES report concluded that “nature is declining globally at rates unprecedented in human history”. Consequently, the United Nations General Assembly recently declared 2021–2030 the UN Decade on Ecosystem Restoration. There is no doubt that the current global responses are far from sufficient and significant transformative changes of societies are needed to restore and protect nature and ecosystems. Transitioning to Sustainable Life on Land presents reviews, original research, and practical experiences from different disciplines with a focus on: theoretical and empirical reflection about the necessary transformation of values, institutions, markets, firms and policies, reviews and research on protection, restoration and sustainable use of diverse terrestrial ecosystems, analyses and reporting of encouraging local, regional, national, and global initiatives. Transitioning to Sustainable Life on Land is part of MDPI's new Open Access book series Transitioning to Sustainability. With this series, MDPI pursues environmentally and socially relevant research which contributes to efforts toward a sustainable world. Transitioning to Sustainability aims to add to the conversation about regional and global sustainable development according to the 17 SDGs. Powers of Exclusion examines the key processes through which shifts in land relations are taking place, notably state land allocation and provision of property rights, the dramatic expansion of areas zoned for conservation, booms in the production of export-oriented crops, the conversion of farmland to post-agrarian uses, “intimate” exclusions involving kin and co-villagers, and mobilizations around land framed in terms of identity and belonging. In case studies drawn from seven countries, the authors find that four “powers of exclusion”—regulation, the market, force and legitimation—have combined to shape land relations in new and often surprising ways. Land debates are often presented as a conflict between market-oriented land use with full private property rights on the one side, and equitable access, production for subsistence, and respect for custom on the other. The authors step back from these debates to point out that any productive use of land requires the exclusion of some potential users, and that most projects for transforming land relations are thus accompanied by painful dilemmas. Rather than counterposing “exclusion” to “inclusion,” the book argues that attention must be paid to who is excluded, how, why, and with what consequences. Powers of Exclusion is a path-breaking book that draws on insights from multiple disciplines to map out the new contours of struggles for land in Southeast Asia. The volume provides a framework for analyzing the dilemmas of land relations across the Global South and beyond.

With land reform, governments in transitional economies expect to achieve economic growth and thus alleviation of rural poverty. Nowadays, there is ample research to prove that, to be effective, land policy reforms need to be complemented with institutional reforms, and rural development activities. It puts forward a model for rapid assessment of project progress in which macro-economic indicators are applied in a systematic way to give insight to concepts such as land tenure security and food security and to provide warning signals for less-desired developments as a result of project implementation.

Book excerpt: This paper is motivated by the emphasis on secure property rights as a determinant of economic development in recent literature. The authors use village and household level information from about 800 villages throughout China to explore whether legal reform increased protection of land rights against unauthorized reallocation or expropriation with below-average compensation by the state. The analysis provides nation-wide evidence on a sensitive topic. The authors find positive impacts, equivalent to increasing land values by 30 percent, of reform even in the short term. Reform originated in villages where democratic election of leaders ensured a minimum level of accountability, pointing toward complementarity between good governance and legal reform. The paper explores the implications for situations where individuals and groups hold overlapping rights to land.
