Sin da quando si è iniziato a riflettere sulla fisionomia e sulle funzioni delle Regioni, ossia ben prima della loro effettiva istituzione, l’attenzione della dottrina italiana si è concentrata, in massima parte, sul profilo costituzionale di questi enti: il potere legislativo regionale, l’autonomia statutaria, i rapporti tra le fonti, la forma di governo, e più in generale i limiti derivanti dall’innesto delle Regioni all’interno di uno Stato che aveva da poco, e faticosamente, raggiunto la propria unità politica. La riprova di ciò si può ottenere da una rapida disamina della letteratura giuridica in tema di Regioni, in massima parte alimentata da studiosi di diritto costituzionale e, per tradizione, delimitata dagli argini robusti – quantomeno nel nostro sistema giuridico e universitario – del relativo settore disciplinare. In quest’ottica, le Regioni sono state percepite principalmente come articolazioni istituzionali della Repubblica, nel loro rapporto di permanente tensione con il centro e con la spinta centripeta che da esso proviene, nell’ambito di una più generale riflessione sulla forma di Stato italiana e sui suoi elementi differenziali rispetto ai più consolidati ordinamenti federali.

New ideas and approaches are needed to tackle the severe and wicked problems with which contemporary societies are struggling. Especially in times of economic crisis, social innovation is regarded as one of the crucial elements needed to move forward. Our knowledge of its dynamics has significantly progressed, thanks to an abundance of studies on social innovation both general and sector-specific. However, despite the valuable research conducted over the past years, the systematic analysis of social innovation is still contested and incomplete. The questions asked in the book will be the following: 1. What is the nature of social innovations? 2.What patterns can be identified in social innovations emerging at the local level? 3.How is the emergence and spread of social innovations related to urban governance? More precisely, which conditions and arrangements facilitate and hinders social innovation? We explore these questions using different types of data and methods, and studying different contexts. In particular, we focus on innovations that aim at solving problems of the young unemployed, single parents and migrants. This analysis is based on original research carried out in the period 2010-2013 in the framework of a European project with a specific empirical research strategy. Research was carried out in 20 cities in 10 different European countries.

Book excerpt: The object of this book is to describe the institutional modifications of the Italian form of state more than ten years after the review of Title V – Part II of the Italian Constitution – for an audience that goes well beyond the Italian national boundaries. The fifteen essays that make up the book discuss the birth and evolution of the Italian regionalism (including those regions with Special Statutes) as well as reforms of 1999-2001. A particular attention is devoted to the role of autonomy in defining regional statutes, regional forms of government, and regulatory and administrative powers. These are subjects on which there is by now an abundant body of constitutional case law, which is extensively referred to by the chapters. The role of the regions vis-à-vis the local bodies and vis-à-vis the European and international order is also discussed, as the right to negotiate with foreign powers has now been conferred on the regions. Lastly, the volume presents contributions on regional finance and on the new law on fiscal federalism, as well as on regional powers in the area of health and welfare.

Book excerpt: At the end of 1991, the Fondazione Eni Enrico Mattei hosted the Integration Symposium of the Confederation of European Associations of Economists on "Europe between East and South". This volume brings together the selected and edited proceedings of the conference. The focus of the book is the transformation of the formerly planned economies in Eastern and Central Europe from an international perspective. The opening up of the Eastern bloc adds a new and extremely challenging dimension to the relationship between the more and the less developed economies. Almost all developing countries implemented liberalisation policies throughout the Eighties, thereby dramatically increasing the market orientation of their economies. The "recipes" used in the South are also being applied virtually unmodified, in Eastern Europe. The symposium was one of the first forays comparing the two sets of experiences, showing that the lessons from the South are of great value for Eastern European reforms. Reforms in Eastern European countries equally affect economic flows between Europe and developing countries, and create new challenges for European countries themselves. Eastern Europe is an enclave of cheap and relatively skilled labour, thus a dramatic competitive threat for other developing countries and poorer EC regions. Furthermore, the strategic relevance of this area for the western world is likely to cause a diversion of public resources previously earmarked for the development of southern economies. All these issues could have tremendous consequences for the environment.
