But the remembrance of the fall of the Berlin Wall coincided with another event of global importance that caught much less attention: the 250th anniversary of Napoleon Bonaparte’s birth. There is an undeniable historical and philosophical dimension to this coincidence. Napoleon’s appearance on the scene of world history seems to embody European universalism (soon thereafter in the form of a ‘modern’ imperial project); whilst scholars such as Francis Fukuyama saw in the events of 1989 its historical fulfilment. Today, we see more clearly that the fall of the Berlin Wall stands for an epistemic earthquake, which generated a world that can no longer be grasped through universal concepts. Here, we deal with the idea of Europe and of its relation to the world itself. Picking up on this contingency of world history with an ironic wink, the volume analyses in retrospect the epoch of European universalism. It focusses on its dialectics, polemically addressing and remembering both 1769 and 1989. L’année 2019 a été marquée par le 30e anniversaire de la réunification de l’Allemagne, éclipsant un autre événement d’envergure mondiale : le 250e anniversaire de Napoléon Bonaparte. La dimension philosophico-historique de cette coïncidence ne peut pourtant pas être négligée : si l’arrivée de Bonaparte sur la scène de l’histoire mondiale semble incarner l’avènement de l’universalisme européen (bientôt amené à prendre sa forme « moderne » et impériale), certains penseurs ont suggéré, avec Francis Fukuyama, que « 1989 » marquait son accomplissement historique. Aujourd’hui, il apparaît au contraire que la chute du mur de Berlin a été un véritable tremblement de terre épistémique, et rendu inopérants les concepts universels. Dans le monde d’après, c’est à l’idée d’Europe et à sa relation au monde que nous avons affaire. Book excerpt: The Fatimids (10th - 12th centuries C.E) are known to have been the first Shiite caliphal dynasty and to have founded Cairo, the city that became their capital in 973 when they left Tunisia for Egypt. During their reign, the Fatimids built an effective war fleet that inflicted several defeats on Christian navies. This is the first study on the Fatimid naval force and, more generally, on the role of the sea for the Fatimids whose territories touched both the Mediterranean and the Red Sea. The documentation presented in this study demonstrates how, in the course of two centuries, this Ismaeli dynasty set up a maritime policy and developed a communication strategy in which their control of the sea helped legitimize their universalist claims against competing powers. J.-C) sont connus pour avoir été la première dynastie califale chiite et pour avoir fondé Le Caire qui devint leur capitale à partir de 973 lorsque la dynastie quitta la Tunisie actuelle pour s’installer en Egypte et prendre possession d’un empire qui s’étendait de l’Algérie orientale jusqu’à la Syrie en passant par la Sicile et certains territoires de la péninsule arabique. Durant leur règne, ils disposèrent d’une flotte de guerre efficace qui infligea plusieurs défaites aux marines chrétiennes. Au-delà de la chronologie des batailles navales, aucune étude n’existait sur le rôle de cette force navale et plus généralement sur le rôle de la mer pour les Fatimides dont les territoires touchaient à la fois la Méditerranée et la mer Rouge. La documentation met pourtant en évidence que sur durant plus de deux siècles, les Fatimides mirent en place une politique maritime qui dépassait largement les considérations militaires. Ils développèrent ainsi une stratégie de communication dans laquelle la mer jouait un rôle majeur pour à la fois légitimer les prétentions universalistes de cette dynastie ismaélienne face à des pouvoirs concurrents et pour lui permettre de survivre.

Book excerpt: In 1962 when Algeria finally obtained its independence from France after an eight-year guerilla war, it immediately embarked upon a second revolution aimed at destroying the colonial economic and social order. While the nationalist leaders struggled for power in the first hours of independence, peasants seized French farms and workers the factories, thus setting Algeria on the road toward a new socialist order. This book is a study of the Algerian socialist revolution, of those who made it and those who gained by it. The primary focus is on political behavior, on those aspects of the struggle among Algerian leader which vitally affected the character of the new order. The authors find that even though Algeria acquired all the trappings of a socialist state and economy, politics remained almost exclusively a question of personal relations, alliances, and rivalries among a small group of leaders--what the authors call, borrowing a concept from the fourteenth-century Arab historian Ibn Khaldun, the politics of assabiya. Algeria's first President, Ahmed Ben Bella, tried to integrate the new and old political groups into a modern political system, but he failed. His overthrow by the army opened a second phase in the process of building stable political institutions and of overcoming the tradition of "palace conspiracies and rebellions of feudal lords." The authors trace in details this cyclical process during the first six years of Alergian independence. The work benefits from a wealth of first-hand information gathered during the authors' three-year stay in the country. The resulting picture is that of a new nation embarked upon a socialist "revolution" which owes little to Soviet or Chinese influences or, in some respects, even to the intentions of its leaders.
