Les autorités compétentes, ARS et conseils départementaux, ont permis l'ouverture de certaines structures spécialisées dans l'accueil des personnes handicapées vieillissantes. L'ouverture de ces établissements permet de pallier, en partie, au manque de solutions d'hébergement pour ces personnes. Plusieurs foyers d'accueil médicalisés et maisons d'accueil spécialisées ont ainsi vu le jour pour l'accueil des personnes handicapées vieillissantes, mais l'offre médico sociale n'est pas encore suffisante. Ces personnes handicapées vieillissantes (PHV) se retrouvent dans des structures inadaptées à leurs besoins en termes d'accompagnement. Le bouleversement engendré par un changement d'établissement n'apparait pas favorable pour ces personnes handicapées mentales. Les établissements d'hébergement pour adultes handicapés doivent donc s'adapter à l'évolution de leur population avançant en âge, tant du point de vue de la prise en charge éducative et (para)médicale, que du point de vue des ressources humaines et des locaux. Comment faire évoluer les institutions dès lors que l'on souhaite garantir le maintien des personnes vieillissantes dans leur établissement d'origine ?
