Even though it has been the focus of abundant research over the past five decades, some key policy questions have not found clear answers yet. To what extent is internal migration a desirable phenomenon and under what circumstances? Should governments intervene and, if so, with what types of interventions? What should be their policy objectives? To shed light on these important issues, the authors survey the existing theoretical models and their conflicting policy implications and discuss the policies that may be justified based on recent relevant empirical studies. A key limitation is that much of the empirical literature does not provide structural tests of the theoretical models, but only provides partial findings that can support or invalidate intuitions and in that sense, support or invalidate the policy implications of the models. The authors' broad assessment of the literature is that migration can be beneficial or at least be turned into a beneficial phenomenon so that in general migration restrictions are not desirable. The concept of The Remittance Village emphasises rural people’s transnational mobilities as a key feature of contemporary dynamics in many parts of the Global South, which are reconfiguring rural social, economic and ecological textures. Sunam challenges complacent linear narratives that assume new opportunities such as transnational migration, and remittances provide better pathways for the rural poor to come out of poverty, as well as narratives that understate the importance of land and farming for the rural poor. He demonstrates both that new opportunities are inaccessible for many poor people and that accessing these opportunities often engenders increased precarity and vulnerability. In The Remittance Village, he finds that even those accessing new opportunities are successful only when their household member(s) are simultaneously engaged in in-situ (non-)agricultural activities. This is particularly challenging for rice farmers, because paddy fields have to be cultivated continuously to retain their soil quality and value. Drawing on ethnographic fieldwork and written sources, this book describes farming households' strategic solutions to this predicament. It shows how, in light of rural-urban migration and agro-technological change, they manage to sustain both migration and farming. It innovatively conceives rural households as part of a larger farming community of practice that spans both staying and migrating household members and their material world. Focusing on one exemplary resource - paddy fields - it argues that socio-technical resources are key factors in understanding migration flows and migrant-home relations. Overall, this book provides rare insights into the rural side of migration and farmers' knowledge and agency.

Book excerpt: International migration is favoured by the governments of many poorer countries despite often well-publicized abuses affecting individual migrant workers. Not only is local unemployment reduced but also it is expected that the migrants will learn new skills, with many even becoming entrepreneurs on their return home. Meantime they are seen as a source of foreign remittances, providing needed capital for economic development. Such is the attitude in Pakistan from where thousands of migrant workers leave every year for the Gulf states especially. An anthropological study approaching this issue from a local (village) level, this book focuses on two areas of the Punjab. Describing the historical passage of rural life from pre-colonial times to the present, it shows how the rural economy of the Punjab was not transformed by the green revolution - on the contrary, it is still a subsistence economy. The resulting poverty combined with Pakistan's labour-market policies forces many Punjabi men to seek work abroad, in turn bringing changes to the economic role of the women left behind. Remittances from abroad have brought further changes on the economic and social life of the villages but not, as expected, to bring economic development let alone capital or entrepreneurialism to the area.

Book excerpt: This volume uses recent research from the World Bank to document and analyze the bidirectional relationship between poverty and migration in developing countries. The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.

Can rural economies absorb enough job seekers? Could better-educated youth transform Africa's rural economies by adopting new technologies and starting businesses? Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.
