Book excerpt: This edited volume focuses on the challenges facing the Western Balkan countries in their efforts to deal with social exclusion and social inequality while making progress in their reform efforts to join the European Union. It examines how states have failed to offer adequate social protection to those excluded from labour markets, including women, young people, and Roma ethnic minorities, a process that has driven high rates of outward migration. It also provides a detailed introduction to the main conclusions of the various contributions gathered here, and an overview of the lessons learned, which will be of direct interest to policy makers and practitioners in the field of social cohesion in the Western Balkans. The chapters of this book are revised and updated versions of papers that were first presented at a conference of the LSEE Research Network on Social Cohesion held in Skopje in 2017, comprising the latest research by leading scholars from the region.

Book excerpt: Labor markets in the Western Balkan countries (Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, and Serbia) are characterized by some of the highest unemployment and low employment rates in Europe. We analyze the poor labor market outcomes in these countries by comparison with the New Member States of the European Union and advanced European economies. Our findings suggest that long-lasting labor market weaknesses in the Western Balkans have structural roots: the institutional setup of the labor markets, labor cost factors, and especially the unfinished transition process. Finally, we offer policy recommendations for boosting job creation.

Book excerpt: The Western Balkan countries have some of the lowest female labor force participation and employment rates across Europe. Almost two-thirds of working age women in the region are either inactive or unemployed: a huge bite into human capital for a region that endures high emigration and faces declining working age population. The paper uses both macro- and micro-level data to explore what explains low participation and employment rates among women in the region. Our findings show that improving educational attainment, having a more balanced family leave policy, and reducing tax wedge help improve participation of women in the labor force. However, these measures are not enough to notably improve employability of women, which require stronger growth supported by robust institutions.

Available in PDF, EPUB and Kindle. Book excerpt: The countries in the Western Balkans have been severely affected by the wars and conflicts that led to the breakup of former Yugoslavia, by political instability and the effort of creating new states, weak economies and high levels of unemployment, poverty and social exclusion, and inequality. As revealed by recent surveys, such as EBRD’s Life in Transition Survey and Eurofound’s European Quality of Life Survey, life satisfaction in the region is far below that elsewhere in Europe. In recent years they had achieved a strong impetus of economic growth with falling rates of unemployment and increasing optimism for the future. However, the COVID-19 pandemic of 2020 has brought about a sudden reversal of these trends and a renewed deterioration in the economic outlook, and an increase in social hardships that heralds a repeat of past failures in economic inclusion policies. This book identifies the key challenges in the areas of economic inclusion, focusing on the themes of labour markets, vocational education and skills, female entrepreneurship and the integration of migrants. It considers the opportunities for solutions to “build back better” once the recovery from the COVID-19 crisis begins, and offers proposals for more acceptable, equitable and effective economic inclusion policies.

Book excerpt: This report is the second in a series, presenting labor market developments in the Western Balkan countries in 2017 and comparing with selected member states of the European Union (EU). The report is the result of collaboration between the World Bank and the Vienna Institute for International Economic Studies (WIIW) and is based on the South-Eastern Europe (SEE) jobs gateway database on labor market indicators. That database uses labor force survey (LFS) data provided by the statistical offices of the individual Western Balkan countries, and by Eurostat for the EU comparator countries, and is available online at the SEE jobs gateway. The objective of this report is to showcase these data for a general, non-technical audience, and present a few insights into how labor markets in the Western Balkans have developed over the past year. This year's report includes a special topic on improving data and knowledge about labor mobility from the Western Balkans.

Book excerpt: This book maps the latest developments in the policy relevant analysis on poverty, inclusion and the social agenda in the Western Balkans. It does so by presenting a selection of recent papers which explore from a methodological and analytical point of view how the inclusion agenda can be monitored and adapted to understand the challenges in the region. The volume includes an overview and four sections, covering respectively: (1) innovations in terms of measurement of poverty and inclusion in the region (the concept of inclusion as elaborated at the EU level, innovations in survey design to suit the measurement of inclusion, methodological insights from qualitative work); (2) innovative country level analysis (updating poverty mapping in inter-censual years, the analysis of material deprivation, the analysis of determinants of social inclusion, subjective wellbeing of public work programs participants); (3) examples of country level analysis of drivers of exclusion (barriers to formalization in the labour market, gender disparities in the labour market, disruption in social networks following urbanizations, attitudes towards multi-ethnic states); (4) building inclusive safety nets (an assessment of safety nets in the region, the political economy of welfare reform, micro-simulations of social assistance reform, the adoption of better tools to improve targeting performance). The chapters combine sophisticated techniques which are at the frontiers of poverty analysis (small area estimation, efficiency analysis applied to household welfare, micro-simulations) with less ground-breaking papers which take advantage of innovative datasets or perspectives deeply grounded in the policy dialogue in the countries of the region. By providing a wide spectrum of innovative and policy relevant analytical contributions this book will be of broader interest than for observers of the region.

Book excerpt: This book explores the economic and social development of the Western Balkan region, a group of six countries that are potential candidates for EU membership. It focuses on the key economic issues facing these countries, including the challenge of promoting economic growth, limiting public deficits and debt, and fostering international trade relations. Given the severe impact of the recent economic crisis on social welfare in the region, it also investigates the nature and extent of social exclusion, a factor likely to produce future political instabilities if not effectively addressed by a return to sustainable economic growth. The contributions explore these issues in light of the major influence of EU policy instruments and advice, which are currently guiding the economies along an accession trajectory to future EU membership.

Book excerpt: Labor markets in the Western Balkan countries, comprising Albania, Bosnia and Herzegovina, Kosovo, FYR Macedonia, Montenegro and Serbia, are characterized by low employment rates and high unemployment. High and persistent long-term unemployment has become a salient feature of the labor markets of the region. Substantial informal sector activities are another prominent feature of these economies. International migration plays an important role in cushioning the problem of unemployment and has become an important source of income. In addition, almost the entire region is facing an aging and shrinking population due to low birth rates and high emigration. Given these unfavorable demographic and labor market conditions, interest in labor market data and analysis features highly on the agenda of regional policy makers. This report focuses on the key labor market trends (activity, employment, unemployment) between 2010 and 2016, with a special focus on the link between economic growth and labor markets. The report starts by discussing recent economic developments (section two), which is followed by an overview of demographic developments and levels of activity and inactivity in the population (section three). Sections four and five discuss employment and unemployment respectively. Section six highlights the link between economic growth and labor market developments, and section seven presents a summary of the report's findings. An extensive statistical annex on key labor market indicators for each of the countries can be found at the back of this report.

Available in PDF, EPUB and Kindle. Book excerpt: The countries of the Western Balkans - Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia and the province of Kosovo - form a core European region. The region is known for its instability and recent history of wars and civil conflicts, but far less is known about the changes that have taken place in the economic and social welfare systems and the dynamic processes of transition, development and European integration that have been taking place over the last twenty years. Although economic growth has been firmly established, many problems remain in relation to the labour markets where there is high unemployment, large informal economies, and widespread poverty. The book discusses the role of welfare reforms, international aid and European integration in addressing these difficulties. The author argues that the resistance to reforms which were initiated under the communist system in former Yugoslavia led to the break up of the country and that since then a group of early reforming countries have made fast progress in institutional reform and have been at the forefront of EU integration. He also acknowledges that the main problems have been among a group of late reformers including two international protectorates where aid dependence has held back progress with institutional reforms. The book concludes that the resolution of these problems will unblock the completion of the transition, development and EU integration in the region and open for the way for a more stable and prosperous future.
