The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. Book excerpt: In recent years, the earnings of young blacks have risen substantially relative to those of young whites, but their rates of joblessness have also risen to crisis levels. The papers in this volume, drawing on the results of a groundbreaking survey conducted by the National Bureau of Economic Research, analyze the history, causes, and features of this crisis. The findings they report and conclusions they reach revise accepted explanations of black youth unemployment. The contributors identify primary determinants on both the demand and supply sides of the market and provide new information on important aspects of the problem, such as drug use, crime, economic incentives, and attitudes among the unemployed. Their studies reveal that, contrary to popular assumptions, no single factor is the predominant cause of black youth employment problems. They show, among other significant factors, that where female employment is high, black youth employment is low; that even in areas where there are many jobs, black youths get relatively few of them; that the perceived risks and rewards of crime affect decisions to work or to engage in illegal activity; and that churchgoing and aspirations affect the success of black youths in finding employment. Altogether, these papers illuminate a broad range of economic and social factors which must be understood by policymakers before the black youth employment crisis can be successfully addressed.

One such approach is the introduction of ‘one-stop shops’ for young people. Here, employment offices and other actors, such as youth social services, cooperate to offer young people coordinated advice from a single source. The impact of their introduction upon the young people that use them is, thus far, under-researched. This study begins to fill this gap by outlining the support approach of the German ‘youth career agencies’ that centers on gaining a more complete picture of the young person’s life situation in order to offer them a range of possible support programs. The study interrogates whether the youth career agencies do offer more personalized advice for young people during their transition to employment than classical job center teams. It argues that, if the cooperative relationships between the actors involved in the youth career agencies are of good quality, more personalized support is likely to be offered there. However, personalized support in youth career agencies is still limited by the diverse specifications and target figures demanded of job centers by the Federal Employment Agency and also influenced by the professional background of the individual caseworkers.

Book excerpt: Relatively little is known about youth unemployment and its lasting consequences in transition economies, despite the difficult labor market adjustment experienced by these countries over the past decade. The authors examine early unemployment spells and their longer-term effects among the youth in Bosnia and Herzegovina (BiH), where the labor market transition is made more difficult by the challenges of a post-conflict environment. They use panel data covering up to 4,800 working-age individuals over the 2001 to 2004 period. There are three main findings from their analysis. First, youth unemployment is high-about twice the national average-consistent with recent findings from the BiH labor market study. Younger workers are more likely to go into inactivity or unemployment and are also less likely to transition out of inactivity, holding other things constant. Second, initial spells of unemployment or joblessness appear to have lasting adverse effects on earnings and employment ("scarring"). But there is no evidence that the youth are at a greater risk of scarring, or suffer disproportionately worse outcomes from initial joblessness, compared with other age groups. Third, higher educational attainment is generally associated with more favorable labor market outcomes. Skilled workers are less likely to be jobless and are less likely to transition from employment into joblessness. But there is evidence that the penalty from jobless spells may also be higher for more educated workers. The authors speculate that this may be due in part to signaling or stigma, consistent with previous findings in the literature.
