Available in PDF, EPUB and Kindle. Book excerpt: Finland's precarious proximity to Russia makes this small country a unique and revealing study in contemporary social and economic patterns. The author demonstrates that "in spite of Finland's deep-rooted cultural kinship with Scandinavia...new factors, often political in nature, have affected the development of society very differently in each of these countries." One of the most decisive differences, as his book makes clear, is the position of the Communist party in Finnish politics. In this first English book on the Finnish situation, Carl Erik Knoellinger makes perceptive analyses of detailed data on the varied aspects of his subject.

In particular, it reviews patterns of employment and wage distribution across sectors. The paper describes the main regulatory features and formal structure of labor market arrangements: the wage negotiation process, employment legislation, income replacement regulations for the unemployed, and the recent changes in these areas introduced by the government. The paper also describes the structure of labor taxation, and reviews the theory and existing empirical evidence concerning the effects of taxation on labor market outcomes.

Available in PDF, EPUB and Kindle. Book excerpt: This Selected Issues paper investigates impact of promoting labor supply through tax and benefit reform in Finland. A comprehensive reform of the tax-benefit system could support the government’s objective of increasing employment. The equity-efficiency trade-off of the proposed reform scenarios improves social welfare when using Finland-specific preferences. The Finnish tax and benefit system has served the country well, having supported high income levels alongside low inequality. The model is characterized by strong institutions, high taxes and public service provision, a highly skilled labor force and a generous social safety net. The microsimulation analysis shows that, despite strong redistribution and high-income levels, Finland could improve its tax and benefit system. Even for revenue-neutral reforms, economic gains in terms of labor supply and earnings could be substantial. The reform proposals consider Finland’s strong preferences for equity, while seeking to correct potential inconsistencies in how the tax burden is distributed.

Book excerpt: Finland's population is aging rapidly by international comparison. The shrinking working-age population means that the burden of increasing pension and health care expenditures is placed on a smaller group of employed workers, while the scope for economic growth through increased labor input diminishes. Fiscal sustainability of the welfare state calls for a high employment rate among people of working age. Recent increases in employment among older groups contribute favorably to public finances, but high overall unemployment and a large share of the long-term unemployed are serious concerns.

Book excerpt: The Finnish population will age more rapidly over the next 25 years than in most other OECD countries, with the numbers aged 65 years or older likely to increase from 15 per cent in the year 2000 to 25 per cent by 2025. These population ageing trends are likely to result in labour shortages which could adversely impact on production levels, as well as straining public expenditures which are already relatively high by OECD standards. The report finds that Finland will need to reverse the trend towards early retirement if it is to meet these challenges, and recommends a number of measures to achieve this aim, including reforming pensions and income support arrangements; removing barriers to employment of older workers and improving their employability through lifelong learning strategies.
