Book excerpt: I use three decades of county-level data to estimate the effects of federal unemployment benefit extensions on economic activity. To overcome the reverse causality coming from the fact that benefit extensions are a function of state unemployment rates, I only use the within-state variation in outcomes to identify treatment effects. Identification rests on a differences-in-differences approach which exploits heterogeneity in county exposure to policy changes. To distinguish demand and supply-side channels, I estimate the model separately for tradable and non-tradable sectors. Finally I use benefit extensions as an instrument to estimate local fiscal multipliers of unemployment benefit transfers. I find (i) that the overall impact of benefit extensions on activity is positive, pointing to strong demand effects; (ii) that, even in tradable sectors, there are no negative supply-side effects from work disincentives; and (iii) a fiscal multiplier estimate of 1.92, similar to estimates in the literature for other types of spending.

Book excerpt: In response to the Great Recession, the availability of unemployment insurance (UI) benefits was extended to an unprecedented 99 weeks in many U.S. states in the 2009-2012 period. We use matched monthly data from the CPS to exploit variation in the timing and size of the UI benefit extensions across states to estimate the overall impact of these extensions on individual exit from unemployment, and we compare the estimated impact with that for the prior extension of benefits during the much milder downturn in the early 2000s. In both periods, we find a small but statistically significant reduction in the unemployment exit rate and a small increase in the expected duration of unemployment. The effects on exits and duration are primarily due to a reduction in exits from the labor force rather than to a decrease in exits to employment (the job finding rate). Although the overall effect of UI extensions on exit from unemployment is small, it implies a substantial effect of extended benefits on the steady-state share of unemployment in the cross-section that is long-term.

In a system with no or little insurance, households may be subject to a high income risk, whereas excessively generous unemployment insurance systems are known to lead to high unemployment rates and are costly both from a fiscal perspective and for society as a whole. Andreas Pollak investigates what an optimal unemployment insurance system would look like, i.e. a system that constitutes the best possible compromise between income security and incentives to work. Using theoretical economic models and complex numerical simulations, he studies the effects of benefit levels and payment durations on unemployment and welfare. As the models allow for considerable heterogeneity of households, including a history-dependent labor productivity, it is possible to analyze how certain policies affect individuals in a specific age, wealth or skill group. The most important aspect of an unemployment insurance system turns out to be the benefits paid to the long-term unemployed. If this parameter is chosen too high, a large number of households may get caught in a long spell of unemployment with little chance of finding work again. Based on the predictions in these models, the so-called "Hartz IV" labor market reform recently adopted in Germany should have highly favorable effects on the unemployment rates and welfare in the long run.

We consider a reform that increased the age threshold of this scheme from 55 to 57 for people born in 1950 or later. Our regression discontinuity estimates show that postponing eligibility by two years increased employment over the remaining working career by seven months. Despite the corresponding reduction in unemployment, we find no evidence of significant effects on mortality or receipt of disability and sickness benefits, nor on the spouse's labor supply. We also compute the fiscal impact of the reform taking into account income taxes and social security contributions paid and benefits received. The reform increased net income transfers by 15,000 Euros over the 10-year period for an average individual.

In addition, unemployment combined with low chances of continued employment in the labour market can lead older workers to take advantage of state social benefits or early retirement programmes. In the recent past, these programmes have been seen in many EU countries as an exit route from the labour market for older workers - usually from the age of 55 onwards - and as a soft entry route towards regular retirement. This was politically desired and promoted, for example, to create jobs for younger workers. If older workers leave the labour market prematurely and receive state social benefits over a longer period of time - e.g. in the form of unemployment benefits or extended unemployment benefits - this is associated with negative effects. According to the prevailing scientific opinion, extended unemployment benefits promote the duration of unemployment as well as the duration until a new job is taken up. Moreover, the higher the unemployment benefit, the greater the probability that the individual will decide against a job offer on the labour market. Another spectrum of negative effects of early retirement programmes or extended unemployment benefits includes, especially for men, health consequences and a higher risk of mortality. The aim of this paper is to discuss the results of empirical studies focusing on the negative effects of early retirement programmes and to answer the research question: "Are extended unemployment benefits harmful to older workers? ". For the sake of completeness, empirical studies are also presented that prove positive effects of early retirement programmes. The course of the work begins with the definition of the term "older workers". The second chapter looks at the reasons that justify retirement from employment. In this context, the effect of unemployment benefits and extended unemployment benefits as incentive effects is discussed. The third chapter then focuses on the long-term effects of extended unemployment benefits and early retirement, with the emphasis on negative aspects. Empirical studies on this topic form the basis for this. To complete the picture, empirical studies are discussed that demonstrate positive effects of extended unemployment benefits or early retirement programmes. In the last chapter, the thesis ends with a conclusion and an outlook.

Following an introduction that provides a summary of findings detailed in the paper, the monograph is divided into five chapters. Chapter 2 provides a historical summary of legislation concerning unemployment benefits duration. It stresses the expanding federal role in such policies and points out assumptions believed to have prompted this expansion. Chapter 3 briefly describes characteristics and labor market experiences of individuals who collected benefits under FSB. Chapter 4 discusses the general allocational effects of extended benefits programs and examines specific effects of the FSB program. Chapter 5 considers the distributional impact of FSB by examining how well it compensated workers for recession-induced unemployment and whether it prevented poverty among lowest income FSB recipients. FSB's relationship to welfare programs is also considered. Chapter 6 provides an overall assessment of FSB by addressing seven basic questions policy makers will have to answer in future recessions.
