All three approaches may be irrelevant and inferior to systematically comparing employment levels across similar enterprises that differ in the share of capital owned by the state.Privatizing or restructuring state-owned enterprises may lead to massive layoffs, but the number of redundant workers is usually unknown beforehand. Belser and Rama estimate labor redundancy by comparing employment levels across enterprises with different degrees of state ownership.In their model, state enterprises are a hybrid between labor-managed enterprises and profit-maximizing enterprises, with the profit motive becoming less prominent as the state share of capital increases. This model leads to an employment equation that is estimated using an enterprise database from Vietnam.In this database, constructed especially for this paper, roughly a third of the enterprises are fully state-owned, a third are fully private, and a third are joint ventures between the state and the private sector. The employment equations control for sector activity, region, and the enterprise's age, among other variables.The results suggest that if the state share of capital were brought down to zero, roughly half of the workers in the corresponding enterprises would be redundant. This is more than 10 times the estimate by the current enterprise directors.The results also show a wide dispersion of redundancy across sectors of activity.There is only a weak correlation between estimated labor redundancy and 12 ad hoc indicators of profitability, productivity, and labor cost. But the correlation between most ad hoc indicators also is weak, suggesting that these indicators are not reliable tools for identifying the most overstaffed enterprises.This paper - a product of Public Service Delivery, Development Research Group - is part of a larger effort in the group to understand labor issues in public sector reform. Book excerpt: A study examined the issue of contracting out traditional government services and its effect on government employees. It found that local governments contract out for two principal reasons: to cut the cost of providing services and to employ specialized skills and resources unavailable within the government. Findings from a review of the privatization literature were that: (1) only about 5-10 percent of public employees affected by contracting out were laid off; (2) public assistance payments to laid-off workers were very low; (3) private contractors paid lower wages and offered lower fringe benefits; (4) contracting out was not inherently harmful to minorities or women; and (5) contracting may have a slightly positive impact on the number of available jobs. Interviews with local officials from 17 cities and counties generally confirmed these findings and indicated that very few workers were laid off as a result of contracting out and few cities had formal contracting out employment policies. Policy recommendations were as follows: (1) target new and expanded services for contracting out; (2) establish a "no layoff" policy; (3) reduce the government work force through attrition; (4) encourage government employees to form private companies to provide government services; (5) allow the city agency to compete in the bidding process; and (6) develop policies for aiding displaced public employees. Detailed worker characteristics are used to control for compositional differences and to assess types of observable "winners" and "losers" from privatization. Preprivatization worker-firm matches are used to control for unobservables in worker and firm selection. The results imply that privatization reduces wages by 5 percent and cuts the layoff probability in half. Outside investor ownership reduces separations but leaves wages unaffected. Winners from privatization tend to be higher-skilled employees of larger firms, but there is no discernable relationship with gender, education, or experience.
