This insightful book takes stock of the existing trends and patterns of skilled labor migration in the ASEAN. It endeavors to identify the likely winners and losers from the free movement of natural persons within the region through counterfactual policy simulations. Finally, it discusses existing issues and obstacles through case studies, as well as other sectoral examples.

Available in PDF, EPUB and Kindle. Book excerpt: Migration presents a stark policy dilemma. Research repeatedly confirms that migrants, their families back home, and the countries that welcome them experience large economic and social gains. Easing immigration restrictions is one of the most effective tools for ending poverty and sharing prosperity across the globe. Yet, we see widespread opposition in destination countries, where migrants are depicted as the primary cause of many of their economic problems, from high unemployment to declining social services. Moving for Prosperity: Global Migration and Labor Markets addresses this dilemma. In addition to providing comprehensive data and empirical analysis of migration patterns and their impact, the report argues for a series of policies that work with, rather than against, labor market forces. Policy makers should aim to ease short-run dislocations and adjustment costs so that the substantial long-term benefits are shared more evenly. Only then can we avoid draconian migration restrictions that will hurt everybody. Moving for Prosperity aims to inform and stimulate policy debate, facilitate further research, and identify prominent knowledge gaps. It demonstrates why existing income gaps, demographic differences, and rapidly declining transportation costs mean that global mobility will continue to be a key feature of our lives for generations to come. Its audience includes anyone interested in one of the most controversial policy debates of our time.

Book excerpt: This volume is a cooperative venture to make generally available the results of intensive research and thought over many years at half a dozen leading university research centers. The conceptual and statistical analysis of the major general attributes of labor mobility by Philip M. Hauser provides an effective background for the interpretation of the subsequent essays. The principal findings of a series of pioneering studies are presented by Gladys L. Palmer, Charles A. Myers, and Dale Yoder. Impediments to labor mobility are discussed by Clark Kerr and important interpretations of certain crucial problems relating to the future flexibilty of the American economy are discussed. These considerations, and others, are summarized in challenging fashion by E. Wight Bakke.

Book excerpt: An increasing number of landings of illegal migrants on the coast of Italy and Spain, but also the recent riots, car-burnings, and street battles that occurred all across France and that have been attributed to the migrant community, seem to indicate that migration is likely to stay high on the European policy agenda for some time. The flow of migrants from poor to rich countries does not, however, constitute a typically European problem. V. S. public policy has also been facing a continued (legal and illegal) inflow of labor from different regions, notably Mexico and other Latin American countries. And similar developments in other advanced countries (Australia, Canada) as weil as in selected fast-growing emerging markets in Eastern Europe and East Asia imply that these countries too are being compelled to adjust their public policies in order to relieve migratory pressures and deal with their consequences. The world economy already saw rising cross-border labor flows in the 1990s and most forecasts predict that South-North and South-South migration will re main at relatively high levels over the next decades and possibly even turn into a major global challenge for policy makers in the 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: In Let Their People Come, Lant Pritchett discusses five "irresistible forces" of global labor migration, and the "immovable ideas" that form a political backlash against it. Increasing wage gaps, different demographic futures, "everything but labor" globalization, and the continued employment growth in low skilled, labor intensive industries all contribute to the forces compelling labor to migrate across national borders. Pritchett analyzes the fifth irresistible force of "ghosts and zombies," or the rapid and massive shifts in desired populations of countries, and says that this aspect has been neglected in the discussion of global labor mobility. Let Their People Come provides six policy recommendations for unskilled immigration policy that seek to reconcile the irresistible force of migration with the immovable ideas in rich countries that keep this force in check. In clear, accessible prose, this volume explores ways to regulate migration flows so that they are a benefit to both the global North and global South.

Available in PDF, EPUB and Kindle. Book excerpt: The movement of people in Southeast Asia is an issue of increasing importance. Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 percent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 percent higher if barriers to mobility were reduced for skilled workers, and an additional 29 percent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.

Available in PDF, EPUB and Kindle. Book excerpt: With the rise of attention paid to the subject of migrant workers in the Gulf and controversy surrounding the conditions in which these migrants work and live, labor mobility has become a significant aspect of GCC economic development. The region is host to around 15 million expatriate workers who generate around $80 billion in annual remittances each year and support an estimated 150 million dependents in their various home countries. This book provides a variety of approaches to the subject of labor mobility as an enabler for human, economic and social development. It explores migration policy and governance in the GCC states, the potential for research collaboration between migrant-sending and -receiving countries. Containing research concerning the relationship between remittances and economic cycles in home and host countries and the implications of labor mobility for families and households, this book offers vital research for those in economic development and the study of labor in the Middle East.
