The findings suggest that four key determinants of employment and productivity in nonfarm activities are education, gender, location, and migration status. This is emphasized when nonfarm activities are divided into low-return and high-return activities. The wage and producer income analyses reveal that education is key to earning higher wages and incomes. Moreover, producer incomes increase with farm size, land title, and access to tools, electricity, roads, irrigation, and other farm inputs.

Access to assets such as education and infrastructure services is highly unequal and strongly correlated with poverty. Moreover, children in indigent households attain less education than children in nonpoor households. Controlling for individual and household characteristics, location, and region, living in a rural area does not by itself affect the probability of being poor. But in rural areas female headed households are more likely to experience poverty than male headed households. Domestic migration and education are both key factors that reduce the likelihood of falling into poverty. Employment is essential to improve livelihoods and both the farm and nonfarm sector play a key role.

More than half of 20-year-olds have not completed secondary education and nearly half of youth in the labor market are unemployed. This paper investigates protective and risk factors predisposing youth to positive and negative behaviors. These factors, including poverty, gender, education, labor market, migration, family, health, and violence, are examined by using statistics and probability models based on Haiti's first household living conditions survey. Key findings show that female youth need special attention because they are more likely than their male peers to drop out of school and to be unemployed or inactive. Role models, guidance, expectations, and contacts in the form of parents or household heads are decisive factors in keeping youth in school, and to some extent, in their finding employment. In addition, domestic migration has a negative impact on the probability of being unemployed or inactive (positive self-selection), while marriage, drug abuse, and domestic violence increase the probability of dropping out of school.

Book excerpt: In Latin America, labor markets have been the main channel through which growth has reduced poverty, with higher labor income accounting for 49 percent of the reduction in poverty in 2008-13. Understanding labor markets is critical to designing policies and programs aimed at reducing poverty. With close to 70 percent of the population under age 30 years, labor markets are bound to be central to defining Haiti's future. Yet, labor analysis in Haiti has been constrained by the dearth of data and the focus on measuring the impact of the 2010 earthquake. This present paper contributes to filling this gap by providing an overview of Haiti's labor markets and the determinants of labor income over a decade, focusing on growing urban areas. The paper also contributes to the research on Haiti in general, as well as labor markets in fragile countries such as Haiti, in particular through an unprecedented effort to harmonize three household surveys conducted between 2001 and 2012. Building on this exercise, the study provides new insights into the development of labor markets in a particularly turbulent decade for Haiti, one that was marked by the political crisis of 2004 and the earthquake of 2010. In spite of the earthquake, the analysis shows that Haiti's labor markets are characterized by continuity over the period. Somewhat surprisingly, the defining features remain overall unchanged in spite of the shock, pointing to heavy forces shaping economic and labor dynamics.

This Country Study examines Haiti's conflict-poverty trap from the perspective of the triangle of factors that have been identified as its main components: (a) demographic and socioeconomic factors at the individual and household levels; (b) the state's institutional capacity to provide public goods and manage social risks; and (c) the agendas and strategies of political actors. The report's three main chapters explore the nature of these components. The closing chapter considers the linkages among them.

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Book excerpt: We document the short-term impact of the COVID-19 pandemic on the Brazilian labor market focusing on employment, wages and hours worked using the nationally representative household surveys PNAD-Continua and PNAD COVID. Sectors most susceptible to the shock because they are more contact-intensive and less teleworkable, such as construction, domestic services and hospitality, suffered large job losses and reductions in hours. Given low income workers experienced the largest decline in earnings, extreme poverty and the Gini coefficient based on labor income increased by around 9.2 and 5 percentage points, respectively, due to the immediate shock. The government’s broad based, temporary Emergency Aid transfer program more than offset the labor income losses for the bottom four deciles, however, such that poverty relative to the pre-COVID baseline fell. At a cost of around 4 percent of GDP in 2020 such support is not fiscally sustainable beyond the short-term and ended in late 2020. The challenge will be to avoid a sharp increase in poverty and inequality if the labor market does not pick up sufficiently fast in 2021.
