Book excerpt: At a minimum our goal is to develop a better understanding of Japanese labor market practices and work organization and in so doing develop a more enlightened vision of American practices. We will greatly enhance our ability to achieve both these goals by arriving at a better understanding of the comparative experience of the two nations over time. We can no longer afford the delusion that what exists in the United States reflects the characteristics of industrial society in its most advanced form. Yet to follow current fashion in simply denying that the United States is the very model of a modern society, while advocating that we imitate the Japanese, is to take a course filled with its own pitfalls. Perhaps it is time we accepted the fact that the social scientist’s intense commitment to generalization cannot be allowed to obscure the fundamental observation that nations develop along their own paths, based on their own political, cultural, economic and social histories. As nations industrialize there is undoubtedly convergence in important institutional spheres, such as the expansion of education, the adoption of common technologies and determinants of labor mobility. Certainly nations can learn from one another, and indeed some nations impose their will on other nations. Book excerpt: This book compares legally allowed dismissal conditions in employment contracts in Taiwan and Japan and then examines the possibility of introducing the Taiwan-style severance payment system into Japanese employment contracts. A significant difference exists between employment regulations of Japan and Taiwan. In Japan, dismissal of an employee on the grounds of ability is not easily upheld in a court of law, and a set rule for dismissals with severance payment does not exist. On the other hand, in Taiwan, where regulations do not allow dismissal at will, an employee can still be dismissed with severance payment, as long as due process is followed. Written by labor lawyers and labor economists from both Taiwan and Japan, this book describes the procedures that must be followed in the dismissal process in the two countries. It also shows that this difference in dismissal conditions between the two countries explains the low labor mobility in Japan and high labor mobility in Taiwan, and that this difference in labor mobility, in turn, caused the shift of IT production from Japan to Taiwan in the 1990s. The final chapter of the book elucidates the need for introducing the Taiwan-style severance payment before carrying out further deregulation in Japan.

The pandemic and related containment measures had a large negative impact on employment, labor force participation, earnings, and labor market mobility, although policy support through furlough schemes partially mitigated the rise in unemployment. Our results indicate that industry effects were a crucial driver of labor market outcomes for different groups of employees — women, younger age groups, nonregular, self-employed, and low-income workers accounted for a disproportional share of employment in the hardest hit industries. We also find empirical evidence for the need to improve childcare and related support, training and upskilling offerings, and teleworking availability, and the role of skill mismatches in reducing labor market mobility and resource reallocation.
