Unlike most businesses which are interested only in costs of manufacture and selling price, the street car service, according to Bion J. Arnold has five diverse factors to satisfy. They are: the patron, the operator, the municipality, the property owner, and the financier. To these we add a sixth factor, the employee. The patron wants an adequate service combining speed with safety. He wants a quiet, easy riding car, well ventilated and heated in season, with plenty of seats. He wants also one fare from starting to destination points with a universal transfer. The operator looks for up-to-date equipment with track and paving so constructed that vehicles are hindered or prevented from using the tracks. He believes in the regulation of street traffic which gives to the street car the right of way, especially in rush hours. Furthermore, from the standpoint of a traffic expert, the operator favors a condition of opera tion which permits of all day travel in both directions, with not too heavy a rush at certain hours in the morning and evening, and a service which permits of a large amount of the profitable short haul business.
