A contrario, le maintien d'une bureaucratie dominante peut conduire à nationaliser et ethniciser les enjeux et bloquer les réformes (Serbie). Et la nécessité d'une profonde réforme de l'administration (Afrique du Sud) conditionne des politiques publiques favorables au développement économique.
