This opened up opportunities for Cuban economists and scholars to participate in the development of the reform program. Thanks to grants from SSRC (Social Sciences Research Council, New York) and the Norwegian Ministry of Foreign Affairs, several researchers from the Cuban think tank CEEC (Center for Studies of the Cuban Economy, Havana) got an opportunity to visit countries that could be of interest for the reform process, notably Vietnam, but also Brazil, South Africa and Norway. The result of these field visits and a subsequent workshop involving contributions from Cuban as well as non-Cuban scholars, this volume showcases unprecedented new insights into the process and prospects for reform along many dimensions, including foreign direct investment, import substitution, entrepreneurship and business creation, science and technology development, and fiscal policies. The resulting analysis, in a comparative perspective, provides a framework for future research as well as for business practice and policymaking.

Besides the high mortality and disease rates and the pain and suffering it causes, poor health robs the continent of human capital, reduces returns to learning, impedes entrepreneurial activities, and restricts economic growth. This study argues that despite financial constraints, significant improvements are possible in many countries, as has been seen in Benin, Botswana, Kenya, Mauritius, and Zimbabwe. The book also presents positive ideas on how to make these improvements. Better Health in Africa documents lessons learned and best practices in four major areas. 1) African households and communities need the knowledge and resources to recognize and respond effectively to health problems. Threats to health should be made known and countered through public and private services. 2) Human and financial resources must be used more productively by reforming health care systems. Correcting sources of waste and inefficiency must take top priority. 3) Cost-effective packages of basic health services can do much to meet the needs of households and reduce the burden of disease. Networks of local health centers and small hospitals in rural and periurban areas can facilitate delivery. 4) Additonal funds totaling $1.6 billion a year can help those living in Africa's low-income areas obtain basic health services. Cost-sharing can make an important contribution to health equity and the sustainability of health services. The report emphasizes that no government should delay committing itself to the task, although progress toward better health will vary from country to country and no single formula will apply to all. Better Health in Africa presents action plans and yardsticks for measuring progress. The idea of the core, cost-effective package of health services complements World Development Report 1993: Investing in Health with an operationally oriented perspective on health services. The report also reflects the views of organizations such as the World Health Organization and UNICEF that will work together in helping African countries adapt and implement the report's recommendations. Book excerpt: Factually, the principal finding of this book is that the trade policy reforms introduced by Peru in the 1990s have continued over several changes of president, whereas similar reforms in Argentina have been reversed. In both countries, the reforms included the introduction of new mechanisms for managing trade policy as well as the reduction of restrictions. Throughout the decade beginning in 2000, Peru’s liberalization expanded. The new institutions became more robust, and through them pressures for protection were effectively contained. At the same time, Argentine trade policy returned to the high-protection import substitution regime in place before the 1990s reforms. Multiple restrictions have been imposed, mostly through a reversion to informal methods that abjure the governance characteristics that the 1990s reforms introduced. The difference between the two cases cannot be explained by economic parameters such as resource endowments or external shocks. Peru’s reforms manifest the buoyant and confident attitude toward the global economy that reform leaders were able to introduce into Peruvian politics. In the words of former president Alan García, there is an eagerness to “climb up on the wave of growth.” In comparison, Argentina’s current development strategy sees international trade as detrimental to Argentina’s interests unless participation by Argentine buyers and sellers is guided by government intervention. The Peruvian case provides examples of successfully managing the politics of reform and the technical aspects of policy so as to establish transparent and participatory processes that weigh accurately the impact of trade policy on all affected domestic parties. The Argentine case demonstrates that the World Trade Organization legal system is not an effective restraint on a government that wants to revert to an import substitution regime. International cooperation has been useful when it has recognized and influenced domestic sovereignty over economic regulation; however, it is not been useful when approached as a matter of international regulation of national actions.
