Este libro va dirigido no solo a los estudiosos de la contratación administrativa, sino especialmente a los gestores de contratos públicos, con la intención de que les sirva de guía en una materia no suficientemente conocida en su ámbito de trabajo, así como a los operadores económicos, a los contratistas, para que conozcan sus obligaciones en el cumplimiento de los contratos, pero también sus derechos frente a la Administración contratante.
