Ce processus a débouché sur le transfert effectif du pouvoir politique aux représentants de la majorité de la population sud-africaine par la mise en oeuvre d'un régime constitutionnel fondé sur l'Etat de droit. Aujourd'hui, le principal défi auquel est confronté le pays réside dans la réduction des disparités sociales qui font la spécificité du pays. Caractérisé par un dynamisme économique similaire à celui des pays émergents mais dont le taux de pauvreté avoisine celui des pays les plus pauvres, l'Afrique du Sud constitue en effet un pays à double visage. Cette réalité rejaillit inévitablement sur la perception que peuvent en avoir les autres membres de la communauté internationale et la réintégration de l'Afrique du Sud dans la société des nations procède d'un besoin d'assistance et d'une volonté de coopération. Le statut particulier et dérogatoire de l'Etat au sein des Etats ACP témoigne de cette position ambiguë et contradictoire qu'il occupe sur le continent africain. De façon concomitante, l'Accord de Commerce, de Développement et de Coopération conclu avec la Communauté européenne le 11 octobre 1999 encadre une relation commerciale fondée sur le libre-échange entre les partenaires et qui respecte les nouvelles règles de l'OMC. Cette relation prend une dimension particulière dans le contexte de la réforme du partenariat entre les Etats membres de la Communauté européenne et les Etats ACP. En définitive, l'étude des relations entre l'Afrique du Sud et la Communauté européenne met en exergue les nouveaux défis de la coopération Nord-Sud dans le contexte de mondialisation qui caractérise aujourd'hui l'économie internationale.
