Book excerpt: The Oxford Handbook of Spanish Politics provides a comprehensive and comparative overview of the Spanish political system through the lens of political science. It aims to move away from a complacent analysis of Spanish democracy and provide a nuanced view of some of its strengths and challenges. The Handbook introduces Spanish politics to an international audience of scholars and practitioners. It is structured around six sections that cover Spain's political history, institutional changes, elections, civil society, policy-making, and foreign affairs. The volume brings together a distinguished group of 47 internationally renowned scholars who study Spain in its own right, or as a case among others in a comparative perspective. The contributors provide expert accounts of contemporary Spain, making the Oxford Handbook of Spanish Politics an invaluable resource for anyone interested in Spanish politics and government since the country's transition to democracy.

The disarticulation between the Science of Public Administration and the administrative practice of the XXI century causes that the public administrator does not have the theoretical elements and the sufficient tools for the efficient and effective treatment of public affairs. The administration Public and its science have to be rethought not only from their inheritance, but also from their potential to provide intellectual tools and practices that increase public capacity. That is ,make a stronger, smarter and more efficient state, which can only be achieved with a solid and useful body of knowledge. From the detailed study of the State, the Science of Public Administration and its practice, facing the current needs of the governments, the autor proposes elements for its consolidation and strengthening in the XXI century.

How do their identities affect the trust that is assigned to various orders of government and contribute to cohesion in federalist systems? Do cohesive federations depend on public trust and strong attachment to the national or central government? Are attachments and identification with the various orders of government in conflict or are they compatible? Identities, Trust, and Cohesion in Federal Systems offers eight comparative essays that provide key insights into identity debates in federalist countries. The findings are drawn from extensive analyses of public opinion data in Australia, Belgium, Canada, Germany, Mexico, Spain, Switzerland, and the United States. The editors seek to improve our understanding of how identity, trust, and cohesion correlate with centralized, decentralized, and asymmetrical models of federalism in order to gain insight into the diverse governance challenges that various nations encounter. Making effective use of empirical data to draw evidence-based conclusions about federalist governance, Identities, Trust, and Cohesion in Federal Systems breaks new ground in public policy studies.

Book excerpt: This book intends to contribute to the consolidation of the new approach to lawmaking that has taken place in the last 20 years in legal philosophy and legal theory, spreading to other legal fields, especially criminal law. This new legislation science focusing on criminal problems has triggered a growing interest in the field, a dynamic which has led to a long-needed convergence of disciplines such as administrative law, criminal law, criminology, political science, sociology and, of course, legal philosophy to contribute to a more rational decision-making process for the construct of criminal laws. With the intention to continue on with the building of a solid “Criminal Legislation Science”, this work presents scholars, lawmakers and students various emblematic approaches to enrich the discussion about different and promising tools and theoretical frameworks.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the process of dismantling the democratic institutions and protections in Venezuela under the Hugo Chávez regime. The actions of the Chávez government have influenced similar processes and undemocratic manoeuvrings in Ecuador, Bolivia, and Honduras. Since the election of Hugo Chávez as president of Venezuela in 1998, a sinister form of nationalistic authoritarianism has arisen at the expense of long-established democratic standards. During the past decade, the 1999 Venezuelan Constitution has been systematically attacked by all branches of the Chávez government, particularly by the Supreme Tribunal of Justice, which has legitimized the Chávez-ordered constitutional violations. The Chávez regime has purposely defrauded the Constitution and severely restricted representative government, all in the name of a supposedly participatory democracy controlled by a popularly supported central government. This volume illustrates how an authoritarian, nondemocratic government has been established in Venezuela.

Administrative silence is an issue that lies at the intersection of legal and managerial aspects of public administration, a concept that is both reflecting and testing the principles of legal certainty, legality, good administration, legitimate expectations, and effectiveness. Inactivity or excessive length of proceedings appears to be of interest for comparisons, particularly in the context of the recent attempts to develop European convergence models. The book offers in-depth insights into legal regulation, theory, case law and practice regarding positive and negative legal fictions in the selected European jurisdictions.
