Book excerpt: Since the First International Conference on the Reduction of Drug-Related Harm, held in 1990, the term 'harm reduction' has gained wide currency in the areas of public health and drug policy. Previously the field was characterized by heated struggle between prohibition and legalization of addictive substances, and this debate tended to obscure practical, collective approaches. Harm reduction, an approach which encompasses various policy directives and program initiatives was inspired by the positive outcomes of such public measures as needle-exchange programs for reduction of HIV risk, methadone maintenance programs, education on the risks of tobacco use, and programs designed to limit alcohol consumption. The essays in this book illustrate the scope and vigour of the emerging harm reduction model. The essays, drawn from seven international conferences on harm reduction, cover a wide variety of topics, including public policy, women and reproductive issues, the experiences of special populations, human rights; defining and measuring harm, and intervention. Researchers and practitioners will benefit from the varied papers in the volume, which combine insights into policy-making and front-line outreach efforts with comprehensive conceptual and empirical approaches. Harm Reduction represents an important initiative in making academic work accessible and useful to a larger community, and provides guidance for the development of effective policies and programs.

It provides a summary of efforts by each country and then synthesizes them to identify and describe best practice. A best practice in bycatch reduction is the application or adoption of appropriate, recognized approaches to modifying fishing gear, with the objective of reducing bycatch to the greatest extent practicable. This information serves as a benchmark to identify countries that are taking appropriate steps to reduce bycatch and those that are not. It also provides context from which the outcomes of research on bycatch reduction can be evaluated and compared, including the identification of effective bycatch reduction devices, and serves to identify future research priorities. In the context of this report, best practice includes the installation and use of TEDs and BRDs that are optimally rigged and operated so as to reduce bycatch. It also includes the application of appropriate regulations to ensure effective performance, as well as the introduction of effective outreach and extension programmes to enhance and sustain best practice to reduce bycatch.

This report is a contribution to the strategy review process. It examines the implementation of the 1990 strategy, maps changes against assessment of Bank performance at both the country and the project level and assesses the relevance of key elements of the 1990 strategy in light of new data and shifts in the development assistance environment. The report concludes that the 1990 strategy remains relevant but needs to be combined with a more comprehensive approach. Lessons from experience confirm the importance of a holistic approach to reach the poor more effectively. This includes a focus on local level institutions and building on existing institutional frameworks wherever possible and on working across sectors for maximum impact. The 1990 strategy and the operational guidelines based on it have failed to generate a clear emphasis on measuring and monitoring results. A critical test of the Bank's evolving poverty strategy will be the design of a credible framework for measuring the results of the Bank's country assistance, and helping to build local capacity for monitoring the impact of poverty reduction programmes. Book excerpt: This research investigated new approaches to control anaerobic methane oxidation coupled to sulfate reduction (AOM-SR) and enrich anaerobic methanotrophs (ANME) and sulfate reducing bacteria (SRB) with the purpose of designing a suitable bioreactor for AOM-SR at ambient pressure and temperature. The current knowledge about AOM and the microorganisms involved in AOM are discussed. The effect of different substrates and pressures was investigated on the ANME and SRB community adapted to the shallow marine Lake Grevelingen, the Netherlands. Further, microorganisms from the Alpha Mound (Spain) deep sediment were enriched with methane gas as substrate in biotrickling filters (BTF) at ambient conditions for 147-230 days of operation. The effect of alternative sulfur compounds (sulfate, thiosulfate and elemental sulfur) were studied and the microbial community was characterized. The highest AOM and sulfate reduction rates were obtained in the BTF fed with thiosulfate as the electron acceptor (~0.4 mmol l-1 day-1), but the highest number of ANME was visualized in the sulfate fed BTF (ANME-2 43% of the total visualized archaea). A BTF was proposed as a suitable bioreactor for the enrichment of ANME and SRB at ambient pressure and temperature which could be potentially used for future biotechnological applications.
