It describes and explains main external actions from the country’s independence in the nineteenth century to Andrés Manuel López Obrador’s administration. The principal argument is that Mexico has resorted to principled pragmatism due to geographic, historical, economic, security, and political reasons. In other words, the nation uses this instrument to deal with the United States, defend national interests, appease domestic groups, and promote economic growth. The key characteristics of Mexico’s principled pragmatism in foreign policy are that the nation projects a double-edged diplomacy to cope with external and domestic challenges at the same time. This policy is mainly for domestic consumption, and it is also linked to the type of actors that are involved in the decision-making process and to the kind of topics included in the agenda. This principled pragmatism is related to the nature of the intention: principism is deliberate and pragmatism is forced; and this policy is used to increase Mexico’s international bargaining power.

Available in PDF, EPUB and Kindle. Book excerpt: Role Theory and Mexico’s Foreign Policy examines why Mexico has an unusual foreign policy for a middle-power country. Using a series of case studies to show how role conflict has operated in Mexico’s foreign policy, Omar Loera-González studies three specific settings where Mexico could have displayed middle-power behaviour. First, he analyses Mexico’s controversial membership and performance in the Iraq crisis within the Security Council of the United Nations from 2002 to 2003. The second case study examines Mexico’s ambition to display a regional leadership role in regional multilateral bodies like the Community of Latin American and Caribbean States (CELAC) and the Pacific Alliance (PA). In the third and final case study, Loera-González focuses on Mexico’s engagement in human rights and democracy promotion. Conflicting expectations from several actors – domestic and external – have led to a foreign policy contradictory to what is expected for a country with Mexico's material capabilities and its foreign policy objectives. This book will be of interest to graduate students and researchers who work on and with foreign policy analysis and role theory, or to those with a research interest on Mexico.

Available in PDF, EPUB and Kindle. Book excerpt: By sharing one of the longest land borders in the world, the United States and Mexico will always have a special relationship. In the early twenty-first century, they are as important to one another as ever before with a vital trade partnership and often-tense migration positions. The ideal introduction to U.S.-Mexican relations, this book moves from conflicts all through the nineteenth century up to contemporary democratic elections in Mexico. Domínguez and Fernández de Castro deftly trace the path of the relationship between these North American neighbors from bloody conflicts to (wary) partnership. By covering immigration, drug trafficking, NAFTA, democracy, environmental problems, and economic instability, the second edition of The United States and Mexico provides a thorough look back and an informed vision of the future.

Book excerpt: Analyzing the effects of Mexico's newly flourishing petroleum industry, Dr. Millor first traces the evolution of Mexico's oil development and provides a detailed assessment of its socioeconomic, political, and ecological consequences and of the Mexican government's current energy policies. In his subsequent examination of U.S.-Mexican relations, he emphasizes that, aside from the issues directly related to Mexico's petroleum, a complex assortment of concerns remain unresolved between the two nations—illegal immigration, drug traffic, terms of technical and scientific cooperation, restrictions on Mexican exports in the U.S. market, and the more assertive foreign policy stance recently taken by Mexico. Dr. Millor argues that, far from representing a clear case of positive growth for Mexico, petroleum could bring about distorted development and increased dependency, as well as a difficult period of relations with the U.S. If a stable association between the two governments is to emerge, he concludes, U.S. policymakers must understand the changes taking place in Mexico and accept its emergence as a middle power with autonomous goals. Representing both the Mexican and the U.S. point of view, this study contributes much to a better understanding of the significance of oil for Mexican development and to a balanced assessment of present and future U.S.-Mexican relations.

Available in PDF, EPUB and Kindle. Book excerpt: In this book, Arturo Santa-Cruz advances an understanding of power as a social relationship and applies it consistently to the economic realm in United States relations with other countries of the Western Hemisphere. Following the academic and popular debate on the ebb and flow of US hegemony, this work centers the analysis in a critical case for the exercise of US power through its economic statecraft: the Americas—its historical zone of influence. The rationale for the regional focus is methodological: if it can be shown that Washington's sway has decreased in the area since the early 1970s, when the discussion about this matter started, it can be safely assumed that the same has occurred in other latitudes. The analysis focuses on three regions: North America, Central America and South America. Since each region contains countries that have at times maintained very different relationships with the United States, the findings contribute to a better understanding of the practice of US power in the sub-region in question, adding greater variability to the overall results. US Hegemony and the Americas: Power and Economic Statecraft in International Relations is an invaluable resource for students and scholars interested in Latin American History and Politics, North American Regional Integration, International Relations, Economic Statecraft, Political Economy and Comparative Politics.

Book excerpt: During the first half of the twentieth century, the international system was largely dominated by the USA and the colonial powers of western Europe. After the two world wars, the political and economic dominance of these states guaranteed them and their allies an almost complete control of world politics. However, as it is the norm in the international system, power structures are not immutable. After the end of the Cold War, rapid changes to the existing international hierarchies took place, as new countries from the so-called ‘‘developing world’’ began to emerge as crucial actors capable of questioning and altering the power dynamics of the world. It is therefore unthinkable to ignore emerging countries such as Russia, the People’s Republic of China, India, Brazil or South Africa in the decision-making process in today’s world order. In addition, there is a group of smaller, yet increasingly important countries that, while acknowledging their inability radically to change the rules of the international system, are still eager to shift power relations and enhance their influence in the world. Argentina, Colombia, Egypt, Indonesia, Iran, South Korea, Mexico, Nigeria, Pakistan, Saudi Arabia, Turkey and Vietnam are generally recognised as part of this grouping of emerging powers from the Global South. While there is a consensus amongst academics that emerging powers from the Global South must have a stabilising role within their own regions, previous analyses have focused primarily on the impact that emerging powers have had in their own regions’ conflict resolution initiatives. This volume, instead, aims to go beyond these analyses and provide new insights regarding the effect that this stabilising role has on the continental and global positioning of emerging powers. In other words, this book explores the relation between a country’s involvement in conflict resolution initiatives and its positioning in the international system. The volume will contribute to this approach using the perspective of academics and practitioners from countries of the Global South, particularly from states that have strengthened - or sometimes weakened - their position in the international hierarchy of power through a leading role in regional conflict resolution initiatives.

Book excerpt: Volume 2 of The Mexican Revolution begins with the army counter-revolution of 1913, which ended Francisco Madero's liberal experiment and installed Victoriano Huerta's military rule. After the overthrow of the brutal Huerta, Venustiano Carranza came to the forefront, but his provisional government was opposed by Pancho Villa and Emiliano Zapata, who come powefully to life in Alan Knight's book. Knight offers a fresh interpretation of the great schism of 1914-15, which divided the revolution in its moment of victory, and which led to the final bout of civil war between the forces of Villa and Carranza. By the end of this brilliant study of a popular uprising that deteriorated into political self-seeking and vengeance, nearly all the leading players have been assassinated. In the closing pages, Alan Knight ponders the essential question: what had the revolution changed? His two-volume history, at once dramatic and scrupulously documented, goes against the grain of traditional assessments of the "last great revolution."

They contain the materials with which historians and others reconstruct past events. Archives and libraries, however, not only help produce history, but also have a history of their own. From the early colonial projects to the formation of nation states in Latin America, archives and libraries had been at the center of power struggles and conflicting ideas over patrimony and document preservation that demand historical scrutiny. Much of their collections have been lost on account of accidents or sheer negligence, but there are also cases of recovery and reconstruction that have opened new windows to the past. The essays in this volume explore several fascinating cases of destruction and recovery of archives and libraries and illuminate the ways in which those episodes help shape the writing of historical narratives and the making of collective memories.
