Book excerpt: This edition of the World Bank has been revised and expanded by the Terminology Unit in the Languages Services Division of the World Bank in collaboration with the English, Spanish, and French Translation Sections. The Glossary is intended to assist the Bank's translators and interpreters, other Bank staff using French and Spanish in their work, and free-lance translator's and interpreters employed by the Bank. For this reason, the Glossary contains not only financial and economic terminology and terms relating to the Bank's procedures and practices, but also terms that frequently occur in Bank documents, and others for which the Bank has a preferred equivalent. Although many of these terms, relating to such fields as agriculture, education, energy, housing, law, technology, and transportation, could be found in other sources, they have been assembled here for ease of reference. A list of acronyms occurring frequently in Bank texts (the terms to which they refer being found in the Glossary) and a list of international, regional, and national organizations will be found at the end of the Glossary.

Book excerpt: Examine cultural tourism issues from both sides of the industry! Unique in concept and content, Cultural Tourism: The Partnership Between Tourism and Cultural Heritage Management examines the relationship between the sectors that represent opposite sides of the cultural tourism coin. While tourism professionals assess cultural assets for their profit potential, cultural heritage professionals judge the same assets for their intrinsic value. Sustainable cultural tourism can only occur when the two sides form a true partnership based on understanding and appreciation of each other's merits. The authors--one, a tourism specialist, the other, a cultural heritage management expert--present a model for a working partnership with mutual benefits, integrating management theory and practice from both disciplines. Cultural Tourism is the first book to combine the different perspectives of tourism management and cultural heritage management. It examines the role of tangible (physical evidence of culture) and intangible (continuing cultural practices, knowledge, and living experiences) heritage, describes the differences between cultural tourism products and cultural heritage assets, and develops a number of conceptual models, including a classification system for cultural tourists, indicators of tourism potential at cultural and heritage assets, and assessment criteria for cultural and heritage assets with tourism potential. Cultural Tourism examines the five main constituent elements involved in cultural tourism: cultural and heritage assets in tourism sites such as the Royal Palace in Bangkok, the Cook Islands, and Alcatraz Prison in San Francisco. tourism--what it is, how it works, and what makes it a success five different types of cultural tourists consumption of products, value adding, and commodification integrating the first four elements to satisfy the tourist, meet the needs of the tourism industry, and conserve the intrinsic value of the asset Though tourism and cultural heritage management professionals have mutual interests in the management, conservation, and presentation of cultural and heritage assets, the two sectors operate on parallel planes, maintaining an uneasy partnership with surprisingly little dialogue. Cultural Tourism provides professionals and students in each field with a better understanding of their own roles in the partnership, bridging the gap via sound planning, management, and marketing to produce top-quality, long-lasting cultural tourism products. Now translated into simplified Chinese.

It then looks at tools that can be used to assess corruption problems such as perception and tracking surveys. Lessons are drawn from strategies used worldwide to improve transparency and accountability in educational management.

Book excerpt: In the past 20 years, few reforms of the public sector have received more attention, and stimulated more controversy, than the reforms made to regulation making and regulatory management. The rise of regulatory policies -explicit policies aimed at continuously improving the quality of the regulatory environment -- shows how early notions of "deregulation" or "cutting red tape" quickly gave way to a central "good governance" notion. This notion is based on an understanding of how regulatory practices can substantially improve market performance, public sector effectiveness and citizens’ satisfaction, through a mix or deregulation, re-regulation and better quality regulation, backed up by new or improved institutions. Regulatory Policies in OECD Countries documents the development and emergence of that understanding. It describes the "state of play" in the regulatory policy agenda in OECD countries, and identifies the key challenges facing regulatory practitioners in the future.

Risks can spring from several factors: substantial share of education in total government expenditure, opportunities for discretionary decision making, political interference and patronage networks, weak sector institutions, and nontransparent and inefficient systems. Vulnerabilities may exist at any stage and among any group of actors from policy makers to education providers and to education beneficiaries. Weak accountability increases the likelihood of misaligned priorities, resource leakages, and poor service delivery. This guidance note aims to explain key features of the education sector and identify entry points for mapping governance risks.

The series aims at systematising and developing the academic discourse on heritage, which has yielded a wealth and breadth of contributions over the past few years. The publication offers its own emphasis by developing heritage studies with a perspective towards and as a contribution to human development. It thus offers a vision for the construction and establishment of a new discipline. The academic mainsprings and research interests of this repositioning of heritage studies as an academic discipline are discussed by internationally renowned thinkers and heritage practitioners. The publication thus establishes first important points for discussion. Central to this publication are questions concerning the sustainable protection and use of heritage, focussing on the world cultural heritage and intangible cultural heritage, but equally questions on the relation of heritage and memory and how these could mutually enrich our understanding of heritage.

Book excerpt: Universality is a dangerous concept, according to Grace Kyungwon Hong, one that has contributed to the rise of the U.S. nation-state that privileges the propertied individual. However, African American, Asian American, and Chicano people experience the same stretch of city sidewalk with varying degrees of safety, visibility, and surveillance. The Ruptures of American Capital examines two key social formations—women of color feminism and racialized immigrant women’s culture—in order to argue that race and gender are contradictions within the history of U.S. capital that should be understood not as monolithic but as marked by its crises. Hong shows how women of color feminism identified ways in which nationalist forms of capital, such as the right to own property, were repressive. The Ruptures of American Capital demonstrates that racialized immigrant women’s culture has brought to light contested modes of incorporation into consumer culture. Interweaving discussion of U.S. political economy with literary analyses (including readings from Booker T. Washington to Jessica Hagedorn) Hong challenges the individualism of the United States and the fetishization of difference that is one of the markers of globalization. Grace Kyungwon Hong is assistant professor of English and Asian American studies at the University of Wisconsin, Madison.

Book excerpt: In this revolutionary text, prominent Native American studies scholar and activist Andrea Smith reveals the connections between different forms of violence—perpetrated by the state and by society at large—and documents their impact on Native women. Beginning with the impact of the abuses inflicted on Native American children at state-sanctioned boarding schools from the 1880s to the 1980s, Smith adroitly expands our conception of violence to include the widespread appropriation of Indian cultural practices by whites and other non-Natives; environmental racism; and population control. Smith deftly connects these and other examples of historical and contemporary colonialism to the high rates of violence against Native American women—the most likely to suffer from poverty-related illness and to survive rape and partner abuse. Smith also outlines radical and innovative strategies for eliminating gendered violence.
