Book excerpt: Beginning in 1983, the Mexican government implemented one of the most extensive programs of market-oriented reform in the developing world. Downsizing the State examines a key element of this reform program: the privatization of public firms. Drawing upon interviews with government officials, business executives, and labor leaders as well as data from government archives and corporate documents, MacLeod highlights the difficulties of linking market reforms to improved public welfare. Privatization failed to live up to its promise of raising living standards or decentralizing the economy. Indeed, privatization actually increased the concentration of wealth in Mexico while redirecting the economy toward foreign markets. These findings contribute to theoretical debates regarding state autonomy and the embeddedness of economic action. MacLeod calls into question the autonomy of the Mexican state in its privatization program. He shows that the creation of markets where public firms once dominated has involved both the destruction of social relations and the construction of new relations and institutions to regulate the market.

Book excerpt: The economies of Latin America have undergone a deep process of change in the last decade as a result of the application of major reforms. The outcome can be fairly described as a New Economic Model. This New Economic Model is distinguished from its predecessor, in force before the 1980s debt crisis, by an emphasis on market forces and export-led growth. This book explores the main features of the New Economic Model in Latin America and, through analysis of the reform process and case studies, examines its impact on income distribution and poverty.

Book excerpt: This comparative study of development strategies in Egypt and Mexico in the twentieth century sheds light on two major questions: what is 'development' in the Third World? and what does the pursuit of development actually mean for contemporary Third World states? It addresses these issues by looking closely at the experiences that in this century led Egypt and Mexico to embark on their current strategies of 'development through liberalization.' The nineteen essays by prominent Egyptian, Mexican, and American scholars cover the historical background of development in the two countries, then examine a wide range of subjects: agriculture and industry, private and public economic sectors, planning and bureaucratization of the state, political participation, external factors, population and urbanization, the role of women, and culture and political development.

Available in PDF, EPUB and Kindle. Book excerpt: There is a vast literature for and against privatizing public services. Those who are against privatization are often confronted with the objection that they present no alternative. This book takes up that challenge by establishing theoretical models for what does (and does not) constitute an alternative to privatization, and what might make them ‘successful’, backed up by a comprehensive set of empirical data on public services initiatives in over 40 countries. This is the first such global survey of its kind, providing a rigorous and robust platform for evaluating different alternatives and allowing for comparisons across regions and sectors. The book helps to conceptualize and evaluate what has become an important and widespread movement for better public services in the global South. The contributors explore historical, existing and proposed non-commercialized alternatives for primary health, water/sanitation and electricity. The objectives of the research have been to develop conceptual and methodological frameworks for identifying and analyzing alternatives to privatization, and testing these models against actually existing alternatives on the ground in Asia, Africa and Latin America. Information of this type is urgently required for practitioners and analysts, both of whom are seeking reliable knowledge on what kind of public models work, how transferable they are from one place to another and what their main strengths and weaknesses are.

Available in PDF, EPUB and Kindle. Book excerpt: Utilities have long been essential for societies, supplying basic services for nations, organizations and households alike. The proper functioning and regulation of utilities is therefore critical for the economy, society and security. History provides an invaluable insight into important issues of the economic and social regulation of utilities and offers guidance for future debates. However, the history of utility regulation – which speaks of changing, diverse and complex experiences around the world – was sidelined or marginalised when economists and policy-makers enthusiastically embraced the question of how to reform the utilities from the 1970s. This book examines in depth the complex regulation and deregulation of energy, communications, transportation and water utilities across Western Europe, the United States, Australia, Brazil, China and India. In each case, attention is drawn to the changing roles of the state, the market and firms in the regulation, organization and delivery of utility services. This book was originally published as a special issue of Business History.

Book excerpt: This book analyses the origin and evolution of the water supply service in Andalusia (southern Spain) between 1800 and 2020 from several perspectives. It does so from a historical perspective, to understand the evolution of the service over the years; from an economic perspective, as it is very useful to obtain an overview of the level of efficiency of the service; from a legislative perspective, as the regulatory framework of each era determines the models of management and provision of the service; and, finally, from an ecological and environmental perspective, of great importance in the New Water Culture and the protection of this resource. The volume's main objective is to contribute to the extension of knowledge and analysis of the processes of municipalisation and/or privatisation of this service in Andalusia, with the aim of providing those responsible for local governments and administrations, both political and technical, with useful reflection and illustrative information on the use of municipalisation and/or privatisation as instruments for the reform of the local public sector.
