Dans quelle mesure peut-on parler de rupture avec le passé ? Sous l'apartheid, Blancs, Métis, Asiatiques et Noirs font l'objet de processus de scolarisation séparés relevant d'un grand nombre de ministères en principe indépendants mais en réalité très étroitement tributaires de la politique de discrimination instaurée par le Parti National après les élections de 1948. Cette diversité s'inscrit donc dans un cadre de très grande inégalité dans la répartition des ressources et dans l'accès à l'éducation tant sur le plan racial que géographique. Durant cette période, la situation n'est pourtant pas figée. Dans un contexte de luttes sociales intenses, la politique de ségrégation n'empêche pas un relatif développement de la scolarisation des groupes sociaux les plus dominés. Le changement politique de 1994 constitue l'aboutissement d'un processus de dislocation progressif de l'appareil répressif. Ce changement, mené principalement sous la houlette de l'ANC, se fixe pour objectif le redressement des inégalités, notamment scolaires, héritées du passé. Dans le même temps, l'accès à la démocratie place la nouvelle Afrique du Sud dans un environnement international de contraintes budgétaires qui limitent la portée effective des réformes projetées. Dans le domaine scolaire, comme en d'autres. c'est donc à un véritable défi qu'est confronté ce pays depuis 1994. La ségrégation raciale dans les écoles a été officiellement abrogée, une bourgeoisie noire s'est développée, fréquentant aujourd'hui les meilleures écoles anciennement " blanches " dans le cadre d'une nation " arc-en-ciel ". Les anciennes écoles noires continuent, pour l'essentiel, à accueillir le même public, distingué non plus par la couleur de peau mais par une pauvreté persistante. La ségrégation raciale officielle, intolérable dans une démocratie moderne, a laissé place à une sorte d'" apartheid social " dont s'accommodent assez bien le néolibéralisme dominant et l'idéologie qui le nourrit.

Book excerpt: Investment in secondary schools in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum in Dakar began to recognise the growing importance of post-primary schooling for development. Only 25% of school-age children attend secondary school in the region and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This book explores how access to secondary education can be increased. Radical reforms are needed on low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make improved access affordable. The book concludes with a road map of ways forward that increase the probability that more of Africa's children will experience secondary schooling.
