D’où viennent les mouvements familiaux et nos institutions spécialisées ? Quels rapports entre les allocations familiales et le salariat ? Sur les chemins de la solidarité, comment articuler l’aide familiale, les services, les équipements et toute l’horlogerie des prestations ? Quelles contraintes pèsent sur l’expérience familiale des hommes, des femmes, des parents ? Pourquoi les nouvelles procréations font-elles peur ? Qu’est-ce qui fait famille aujourd’hui ? Qu’est-ce qui fera famille demain ? Pour aborder ces questions, sous l’égide du Cedias, de l’Unaf et avec l’appui du Groupe d’analyse des politiques publiques, un séminaire d’experts s’est réuni au cours de l’automne 1998. Puis un colloque a rassemblé chercheurs et acteurs du champ familial, en avril 1999. Le présent ouvrage est issu de ces différentes contributions. Il en reprend le titre : Les Implicites de la politique familiale, c’est-à-dire les impensés, les voiles, les questions entrouvertes, les enjeux et arbitrages de l’action publique.
