Book excerpt: La thèse est centrée sur les deux principaux instruments de la politique de la Communauté européenne (le programme phare et les accords européens d'association) et sur les six pays d'Europe centrale et orientale qui en sont bénéficiaires à la date de juin 1993 (la Hongrie, la Pologne, la République tchèque, la Slovaquie, la Roumanie, la Bulgarie). L'objet de la recherche est d'étudier l'élaboration et la mise en oeuvre de cette politique de la Communauté et d'en tirer des enseignements sur le fonctionnement de la construction européenne, en se demandant si cette dernière peut être considérée comme un système + pluraliste. Est défini comme tel un système dont le processus de décision est ouvert et imprévisible, au sein duquel, d'une part, tous les acteurs, y compris dans notre cas ceux d'Europe centrale et orientale, ont la possibilité de peser sur les décisions prises et pour lequel, d'autre part, il est impossible d'établir une hiérarchie définitive de l'influence des différents acteurs. D'où la démarche de la thèse qui, à l'occasion de l'analyse du programme phare et des accords d'association, cherche à cerner l'influence respective des représentants de la Commission, des Etats membres, du parlement européen et des pays d'Europe centrale et orientale. Il a été choisi de répondre à cette interrogation grâce à un travail empirique, fonde sur de nombreux entretiens avec les acteurs concernés, et à une recherche pluridisciplinaire, qui combine notamment les enseignements de l'histoire des relations internationales et de l'analyse des politiques publiques. Même si les pays d'Europe centrale et orientale ont dû attendre la phase de mise en oeuvre pour pouvoir infléchir le contenu de la politique qui leur est destinée et si les Etats membres apparaissent comme des acteurs prépondérants, la conclusion de la thèse est qu'il est possible de qualifier le système communautaire de + pluraliste

EUROVISION is not the name of an organisation or company, but rather an emblem. It signifies international co-operation in television programme exchanges within the framework of the European Broad casting Union - or rather the most spectacular element of that Co-oper ation. To understand the full extent of this co-operation, it is best to look at the wider field covered by the structure and working of the European Broadcasting Union itself. The European Broadcasting Union is a professional association, grouping Western European radio-television organisations as active members, with organisations in other continents as associate members. It is financed by contributions from its members. Questions of principle, management and financial responsibility come under the Administrative Council or the General Assembly (from which it is elected) - in which the Directors-General of the several organisations are represented. The present Chairman is M. RoDIN6 of Italy who succeeded M. RYDBECK of Sweden. Four Committees are responsible for preparatory studies and routine problems: the Legal, the Technical, the Programme and the Sound Broadcasting Committees, which group the specialist Service Directors.
