Book excerpt: Arrivés au pouvoir à la faveur de l'alternance intervenue en mai 1981, munis d'un projet de réforme en matière de politique africaine, la gauche en général et les socialistes en particulier ont inscrit leur politique africaine dans la continuité des politiques précédentes en la matière. En effet, malgré la volonté de réforme initialement affichée par Jean-Pierre Cot, alors ministre de la cooperation du premier gouvernement Mauroy, sous les gouvernements de droite (pendant les deux cohabitations : 1986-1988 et 1993-1995) comme de gauche, incontestablement la continuité l'emporte sur le changement. Toutefois, le bilan des quatorze années de politique africaine sous Francois Mitterrand montre qu'il n'y a pas identité entre la politique africaine menée sous la gauche et celles de ses prédécesseurs bien qu'elle emprunte beaucoup à ses devancières. Domaine réservé du président de la République ou partage en période de cohabitation, l'examen de la politique africaine de Francois Mitterrand montre que celle-ci a oscillé entre continuité et changement. Cette ambivalence de la politique africaine de la France s'est illustrée aussi bien par la transition de Jean-Pierre Cot à son successeur Christian Nucci (marquant l'infléchissement du projet initial, donc la continuité), pendant les deux cohabitations et surtout avec la politique francaise consécutive au sommet de La Baule. De manière plus fondamentale, la politique africaine de la France sous la gauche a été confrontée a deux types de contraintes : d'une part, les contraintes endogènes à l'ensemble franco-africain et, d'autre part,les contraintes exogènes par rapport à cet ensemble. Parmi les premières, nous en avons relevé deux qui nous paraissent déterminantes. Il s'agit d'abord de la structuration du champ des relations franco-africaines. Celles-ci peuvent en effet être étudiées selon le paradigme clientéliste. Il s'agit ensuite du propre contexte organisationnel francais en matière de cooperation avec l'Afrique marqué par la complexité institutionnelle et la confusion des objectifs assignés à la politique africaine de la France.

Dès lors que des conditions de transparence et de sincéritéélectorales sont réunies, l'alternance démocratique devient un signe distinctif de l'acceptationde la compétition électorale et un gage d'ouverture des systèmes politiques longtempsdominés par la confiscation et la personnalisation du pouvoir.

In so doing, it poses a challenge to the existing political and sociocultural orders in Morocco and Algeria, while serving as an important counterpoint to the oppositionist Islamist current. This is the first book-length study to analyze the rise of the modern ethnocultural Berber/Amazigh movement in North Africa and the Berber diaspora. Bruce Maddy-Weitzman begins by tracing North African history from the perspective of its indigenous Berber inhabitants and their interactions with more powerful societies, from Hellenic and Roman times, through a millennium of Islam, to the era of Western colonialism. He then concentrates on the marginalization and eventual reemergence of the Berber question in independent Algeria and Morocco, against a background of the growing crisis of regime legitimacy in each country.
