Book excerpt: El presente trabajo analiza la política pública de participación ciudadana en el control gubernamental y la forma en que se entrelazan el quehacer del gobierno y de la ciudadanía en materia de control de la gestión pública. El trabajo parte de la asignatura de análisis de políticas públicas, entendido como el estudio de las acciones del Estado para dar solución a los problemas públicos, distanciándose de un análisis estático del mismo. El marco teórico utilizado es el del institucionalismo sociológico y el análisis de políticas por los instrumentos; para lo cual se ha tomado en cuenta la tipología de instrumentos NATO y la identificación de mecanismos causales; con el fin de identificar los aspectos relevantes de la política pública analizada y el camino que debió recorrer para llegar al estado actual. Dentro de marco teórico citado se revisa los principales debates contemporáneos respecto a democracia participativa y deliberativa, dentro de lo cual se llega a ubicar a la democracia en profundidad y las interfaces socioestatales como las explicaciones más novedosas respecto al fenómeno en el que confluyen la ciudadanía y el Estado para implementar una política o ejercer control social. Finalmente se utiliza el marco teórico señalado y los debates contemporáneos sobre participación, para analizar la política pública de participación ciudadana en el control gubernamental y el instrumento de audiencia pública; así como su relevancia frente a otros instrumentos aplicables y con efectos en la perdurabilidad de la política.

Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach

The challenges of migration management reflect the contemporary challenges posed by migration itself, many of which can be turned into opportunities that can benefit countries of origin, countries of d- tination and migrants themselves. To be effectively managed, migration has to be looked at comprehensively, taking into account its economic, social, humanit- ian, demographic, development, security and normative aspects. The normative approach to migration can be viewed mainly from two dif ferent, but complementary angles. Firstly, there are the principles and standards deriving from State sovereignty, among which are the right to protect borders, to confer nationality, to admit and expel foreigners, to combat trafficking and smuggling and to safeguard national security. Secondly, there are the human rights of the persons involved in migration. These two elements constitute the main pillars of what is generally known and accepted today as ‘international migration law’.
