Book excerpt: 'The United Nations system was a pioneer in the field of technical cooperation, and capacity development is its central mandate. UNDP has long played an important leadership role in both, as a source of technical cooperation funds and advisory services and as the home of innovative intellectual research and analysis on how to make them more efficient and effective. This book [presents] a vision that builds on new possibilities for knowledge-sharing, for which the revolution in information and communications technologies offers ample opportunities... a vision that is firmly founded on genuine ownership by the ultimate beneficiaries of development efforts: the government and citizens of developing countries' From the Foreword by MARK MALLOCH BROWN, Administrator, UNDP Capacity for Development brings together innovative and well-supported studies of technical cooperation along with its potential to build sustainable capacities in developing countries, by enhancing the knowledge, skills and productive aptitudes of their populations. A team of eminent development professionals and economists examine the achievements of technical cooperation and offer recommendations for reform in the context of globalization, democratisation, the information revolution and the growth of capacities in the South. They analyse the issues from three perspectives: ownership, capacity enablers and knowledge. The team show how the complex processes involved can be restructured to produce local involvement and empowerment, set out a normative framework for the input from society, and describe a new paradigm of knowledge for capacity building in the network age. This book will be essential reading for all development professionals and policy-makers, as well as providing an invaluable research and teaching resource.

Book excerpt: Originally published in 1993, this book contains 3 studies from Latin America: Mexico, Puerto Rico and Venezuela. These studies bring out sharply the processes at work in Latin America between 1950 and 1980, which were responsible for the crisis that the continent faced in the 1980s. In each case there was a striking failure in building up national technological capability so that the country could grapple with the problems it faced.

Available in PDF, EPUB and Kindle. Book excerpt: Different theories, models and narratives of innovation compete for both legitimacy and authority. However, despite the variations, they all offer a consistent pro-innovation bias, dismissing resistance as irrational, and overlooking the value of non-users and collateral impacts. This book looks at innovation from a different perspective and asks, what has been left out? It offers a reflexive view and invites researchers to consider new avenues of research, through a critique of current representations of innovation.

Available in PDF, EPUB and Kindle. Book excerpt: The book comprises a series of contributions and case studies fused together around the concept and dynamics of innovation – product, process, systems, marketing, organisation, roles, relations, norms, values and policy. The underlying theme is innovation as necessarily transformative, where the transformation is in the economic system for a better world. That better world is one that is inclusive, efficient and meets the global challenges. To that end the tools of innovation, measurement (effects vis-à-vis outcomes) and the enabling financial mechanisms are examined, evaluated and change is explored.

Available in PDF, EPUB and Kindle. Book excerpt: In the form of a sociological pilgrimage, this book approaches some topics essential to understanding the role of science in Latin America, juxtaposing several approaches and exploring three main lines: First, the production and use of knowledge in these countries, viewed from a historical and sociological point of view; second, the reciprocal construction of scientific and public problems, presented through significant cases such as Latin American Chagas Disease; and third, the past and present asymmetries affecting the relationships between centers and peripheries in scientific research. These topics show the paradox of being at the same time "modern" and "peripheral."

Available in PDF, EPUB and Kindle. Book excerpt: Science in Latin America has roots that reach back to the information gathering and recording practices of the Maya, Aztec, and Inca civilizations. Spanish and Portuguese conquerors and colonists introduced European scientific practices to the continent, where they hybridized with local traditions to form the beginnings of a truly Latin American science. As countries achieved their independence in the nineteenth century, they turned to science as a vehicle for modernizing education and forwarding "progress." In the twentieth century, science and technology became as omnipresent in Latin America as in the United States and Europe. Yet despite a history that stretches across five centuries, science in Latin America has traditionally been viewed as derivative of and peripheral to Euro-American science. To correct that mistaken view, this book provides the first comprehensive overview of the history of science in Latin America from the sixteenth century to the present. Eleven leading Latin American historians assess the part that science played in Latin American society during the colonial, independence, national, and modern eras, investigating science's role in such areas as natural history, medicine and public health, the eighteenth-century Enlightenment, politics and nation-building, educational reform, and contemporary academic research. The comparative approach of the essays creates a continent-spanning picture of Latin American science that clearly establishes its autonomous history and its right to be studied within a Latin American context.
