A pesar de la considerable inversion en metodologias y expertos para la evaluacion de poblaciones, las pesquerias, a una escala mundial, estan sobrexplotadas. Esto parece ser debido al desfase entre la precision de las evaluaciones y la precision de la ordenacion. Se reconocen dos tipos de puntos de referencia: puntos de referencia objetivos (PROs) y puntos de referencia limites (PRLs). La utilizacion del MRS como un punto de referencia objetivo se considera a la luz de su pasado desempeno en la ordenacion pesquera, y se sugiere que el MRS y otros puntos de referencia anteriormente utilizados como objetivos, pueden aplicarse de una manera mas apropiada como PRLs. La tendencia reciente hacia la cuantificacion de la incertidumbre y la estimacion del riesgo a la hora de proporcionar asesoria se considera buena, pero el costo y la disponibilidad de informacion y los requerimientos de experiencia pueden impedir el uso de estas tecnicas en el caso de poblaciones pequenas o de poco valor y en el caso de la mayor parte de las poblaciones de paises en desarrollo. La tendencia reciente hacia la inclusion de los "conceptos de ecosistema" a la hora de fijar objetivos de ordenacion pesquera se ve tambien como buena y retrasada. Aunque todavia estan en sus estados formativos, los conceptos de ecosistema pueden proporcionar PRLs. Una ordenacion efectiva requerira un "conjunto de reglas" que comprendan tanto PROs como PRLs. En la mayoria de las situaciones de ordenacion pesquera, tanto nacionales como internacionales, la actual estructura institucional probablemente requerira de algunas modificaciones para aplicar exitosamente este conjunto de reglas. Las organizaciones de ordenacion pesquera continuaran evaluando y ordenando las pesquerias en forma rutinaria, pero la ordenacion puede necesitar el desarrollo de una revision independiente que deba ser considerada cuando nos aproximemos a los limites de captura del recurso. Las acciones que deberan realizarse en tales limites deberian haber sido discutidas y acordadas con anticipacion."

The meeting discussed draft plans of action for the conservation and management of sharks and for the reduction of the incidental catch of seabirds in longline fisheries, as well as elements for a draft plan of action for the management of fishing capacity. This report summarizes the debates that took place. It also contains the guidance provided by the meeting to the FAO Secretariat about how best to proceed with the development of the documents that will be presented to the consultation proper. This guidance includes inter alia recommendations to the effect that the plans of action must assign the responsibility for actions amongst states (including other fishing entities), regional fishery bodies and international organizations. The plans should include provision for implementation and monitoring, including the issue of how to promote compliance by non-members of regional fishery organizations as well as by flag-of-convenience vessels. It was requested that technical assistance needs of developing countries be specified. Efforts have been made to reduce and reverse their decline but are insufficient. It is against this backdrop that the Regional Fish Spawning Aggregation Draft Fishery Management Plan (FSAMP) was developed at the request of the Working Group. The goals of the 4th meeting of the SAWG are to address any comments received from members and partners on the draft FSAMP, as well as to provide updates on the communications strategy and advance implementation of Recommendation WECAFC/XVII/2019/24 adopted at the 17th Session of WECAFC (WECAFC 17). Las agregaciones de desove (AD) constituyen el principal evento reproductivo, y se enfrentan a un reto global por su reducción en número y tamaño. Una situación que amenaza la continuidad de las especies y los medios de vida de las comunidades pesqueras, con un efecto multiplicador en la economía, la cohesión social y la supervivencia de las zonas bentónicas. Se han realizado esfuerzos para reducir y revertir su declive, pero son insuficientes. Book excerpt: During the first half of the 1990s, in response to the increasing concern about many of the world's fisheries, a number of international fisheries instruments provided an impetus for countries to strengthen their fisheries management. A key step in supporting such efforts is the development of more detailed, systematic and comparable information on fisheries environments and management trends. The State of World Marine Capture Fisheries Management Questionnaire was developed by FAO in 2004 to help meet this need. The results have been grouped by region and are reported in this publication. More than a decade later, we are able to look back to see how countries responded, to examine whether more fisheries are managed and to determine whether the management tools and strategies employed have improved the overall situation in marine capture fisheries. Trends in legal and administrative frameworks, management regimes and status of marine capture fisheries are analysed for 29 countries in the Pacific Ocean and presented in this report and on the accompanying CD-ROM as an easy-to-read and informative reference for policy decision-makers, fishery managers and stakeholders.
