La presente monografía ofrece una aproximación actualizada al concepto de OMP en un intento por identificar el alcance real de esta institución para la consecución de aquel objetivo, sus límites y los factores en que se funda su eficacia. Este resultado ha sido posible tras realizar un estudio individualizado de las casi setenta OMP desplegadas hasta ahora, completado con un examen contextualizado impuesto por la enorme flexibilidad y capacidad de adaptación de este tipo de operaciones a las circunstancias del contexto concreto en el que se despliegan y a las relaciones internacionales de cada momento. Esta doble aproximación ha permitido establecer diferentes categorías de OMP sobre la base de las similitudes y diferencias que comparten en cada uno de los períodos históricos identificados (Guerra Fría, Postguerra Fría y siglo XXI) y distinguirlas de otras operaciones de paz. Por tanto, esta obra puede resultar del máximo interés para aquellos que se acercan por primera vez a este fenómeno y para los que quieran profundizar en alguna de sus problemáticas concretas.

Winner of the Luciano Tomassini Latin American Relations Book Award of the Luciano Tomassini Latin American Relations The Myth of the Democratic Peacekeeper reevaluates how United Nations peacekeeping missions reform (or fail to reform) their participating members. It investigates how such missions affect military organizations and civil-military relations as countries transition to a more democratic system. Two-thirds of the UN’s peacekeepers come from developing nations, many of which are transitioning to democracy as well. The assumption is that these “blue helmet” peacekeepers learn not only to appreciate democratic principles through their mission work but also to develop an international outlook and new ideas about conflict prevention. Arturo C. Sotomayor debunks this myth, arguing that democratic practices don’t just “rub off” on UN peacekeepers. So what, if any, benefit accrues to these troops from emerging democracies? Uno de los objetivos principales de los acuerdos de paz y el proceso de construccin de paz, era fortalecer los incipientes procesos democriticos en el per odo del posconflicto. En ambos casos la democracia electoral o pol tica ha logrado mantenerse vigente y el sistema pol tico ha tenido una apertura. Los combatientes armados en ambos pa ses han ahora formado sus propios partidos pol ticos, han participado en elecciones y han obtenido puestos en el Congreso. Sin embargo, muchos problemas persisten y la democracia dista de estar consolidada. La democratizacin en ambas sociedades, se ve confrontada con muchos problemas antiguos y por nuevos desaf os. Sin duda alguna la paz ha tenido un impacto en la democratizacin, pero algunas ireas han avanzado mis que otras y algunas pueden haberse incluso estancado. Existen diversos estudios individuales acerca de los procesos de negociacin e implementacin de la paz en Guatemala y El Salvador. Sin embargo, se ha escrito muy poco desde una perspectiva comparada. Ademis, se han llevado a cabo pocos anilisis integrales acerca del desarrollo democritico reciente en esos pa ses.
