La predetta disciplina è stata successivamente modificata dal decreto correttivo (Decreto Legislativo 16 giugno 2017, n. 100), che ha anche dato attuazione a quanto statuito dalla Corte costituzionale 25 novembre 2016, n 251. Dall’insieme degli indicati provvedimenti normativi è scaturita una disciplina complessa e problematica la quale, peraltro, deve essere coordinata con le norme del codice dei contratti pubblici dedicate al fenomeno dell’in house providing. Nel presente volume si analizzano compiutamente con il disposto del testo unico e del codice dei contratti sulla tematica delle società a partecipazione pubblica, al fine di fornire un esame esaustivo della disciplina vigente in materia. La Confservizi-CISPEL Sardegna è l’associazione regionale, senza scopo di lucro, che rappresenta il sindacato d’impresa dei soggetti gestori di servizi pubblici in Sardegna. Essa è una delle diciassette associazioni regionali nelle quali la Confservizi nazionale si ripartisce e svolge numerosi compiti e servizi a favore dei propri associati, tra cui quello di supporto costante per la formazione e l’aggiornamento degli associati stessi. Gli autori MATTIA PANI è dottore di ricerca in diritto amministrativo e svolge la professione di avvocato presso la Regione Sardegna. Ha partecipato in qualità di relatore a numerosi convegni e seminari in materia di appalti pubblici, di affidamento di servizi pubblici locali e di società in house, pubblicando diversi contributi sui medesimi argomenti nelle riviste specializzate. CARLO SANNA è dottore di ricerca in diritto dell’attività amministrativa informatizzata e della comunicazione pubblica e lavora come funzionario presso il servizio affari legislativi della Regione Sardegna. È autore della monografia “Il Front office digitale della pubblica amministrazione”, pubblicata nel 2013, coautore con Mattia Pani della monografia “L’evoluzione della disciplina delle società in house nella legislazione e nella giurisprudenza” nel 2014 e autore della monografia “Concetti e principi del procedimento amministrativo telematico” nel 2014.

Several factors shape the macroeconomic effects of public investment. When there is economic slack and monetary accommodation, demand effects are stronger, and the public-debt-to-GDP ratio may actually decline. Public investment is also more effective in boosting output in countries with higher public investment efficiency and when it is financed by issuing debt.

DiQuMASPAB, acronym of “Differential Quadrature for Mechanics of Anisotropic Shells, Plates, Arches and Beams”, is a computational code, which can be used for the numerical analysis of doubly curved shells made of innovative materials, using the Generalized Differential Quadrature (GDQ) and the Generalized Integral Quadrature (GIQ) methods. The software can investigate the mechanical behavior of these structures through different approaches and structural theories. In particular, this code allows considering a kinematic expansion characterized by different degrees of freedom for the Equivalent Single Layer (ESL) theories and for each layer when the Layer-Wise (LW) approach is taken into account. As far as the materials are concerned, it is possible to consider different lamination schemes, as well as various distributions of the volume fraction of the constituents for those layers that vary their mechanical properties along the thickness. In addition, the software analyzes structures with variable thickness and characterized by variable mechanical properties that can change point by point. A finite element formulation is also available to investigate the mechanical behavior of plane structures characterized by irregular domains and mechanical discontinuities.

Book excerpt: PERBACCO (a free Italian acronym for Life-cycle Performance, Innovation and Design Criteria for Structures and Infrastructures Facing Æolian and Other Natural Hazards) is a research project partly funded by the Italian Ministry for University (MIUR) in the PRIN (Progetti di Ricerca di Interesse Nazionale) framework, for the years 2004-05.Within the project, a first attempt has been made to integrate different disciplines aiming at an overall optimization of the performance of a wide range of wind exposed structures and infrastructures, with consequent benefi cial impact on the society.The overall objectives were (a) to provide unifi ed concepts for "expected performance" and "risks induced by æolian and other natural hazards", to be applied to structures and infrastructures over their whole life-cycle, such to be acceptable to stakeholders in the construction process (i.e. from the owner to the end-user), (b) to provide models and methodologies for dynamic monitoring of the performance of structures and infrastructures, to be integrated in appropriately designed procedures, and (c) to collect, refi ne, fi le and disseminate the knowledge available on a European basis, concerning the performance of wind-exposed structures and facilities, in a way such to be of use to Construction Industry. This volume summarises the main results obtained during the Project, with each Section addressing a different class of problems, to which many research Units have contributed. A list of papers containing the main results of the research activities carried out within the Project is also provided in each Section.
