Book excerpt: Les parcs naturels régionaux français (PNR) ont pour but de concilier le développement économique d n territoire avec la préservation de son patrimoine naturel, tout en insistant sur la participation de la société civile. Dans ce travail, nous avons examiné la question de savoir si la nouvelle gouvernance, soit la participation de la société civile et des acteurs économiques aux prises de décision, a un effet positif sur la préservation du paysage du PNR de Chartreuse. L pproche utilisée combine l nalyse de la gouvernance locale avec le cadre d nalyse des régimes institutionnels de ressources naturelles (RIRN). Ce travail a permis de montrer les éléments suivants. Comme le prévoit les RIRN, toute une série d cteurs qui tentent de s pproprier la ressource gravitent effectivement autour du paysage. La notion de participation entre en conflit direct avec le pouvoir des élus locaux qui rechignent à céder de leurs prérogatives. Cela d utant plus que beaucoup d ́lus voient avant tout dans le parc un instrument de développement économique, ce qui heurte de plein fouet la conception de nombreuses associations, qui peinent toutefois à entrer dans la logique de dialogue qu mplique la gouvernance et se replient souvent dans une logique d pposition. Cette stratégie n st pas nécessairement négative pour le paysage, mais conduit à des procédures de recours longues et à une cristallisation des positions plutôt qu ̀ un processus d pprentissage collectif, tel qu l pourrait être imaginé dans une approche participative. Dans le contexte du PNR, la gouvernance apparaît comme une lutte entre différents acteurs pour parvenir à imposer leurs vues. Le parc se passerait bien de la participation du tissu associatif, mais la charte l oblige. Cette logique de confrontation peine à garantir la continuité d pproche qui est nécessaire à la protection durable du paysage.

The authors apply a theoretical framework for the analysis of institutional regimes, water governance and property rights. The evolution of national water resource regimes is described over a period of almost 200 years (1800-2000). The long-term perspective enables the reader to see the conditions under which regime transformation and paradigm change are made possible.
