Book excerpt: Euroscepticism has emerged as a growing constraint on European integration, starting with the Maastricht Treaty in the early 1990s, continuing with the mid-2000s constitutional debacle and intensifying with the eurozone crisis – a crisis in which Southern Europe has played a key role. But is opposition to European integration really greater now than in the past? The only way to answer this question is through diachronic studies, focusing on change over time. This is the gap in the literature which the present volume aims to fill, through an examination of the origins, evolution and prospects of opposition to integration, focusing on a region traditionally regarded as exceptionally europhile. As a laboratory for the study of attitudes towards European integration, Southern Europe offers a particularly rich range of case studies, including a founder member (Italy), three ‘second generation’ states (Greece, Spain and Portugal), two recent entrants (Cyprus and Malta) and a negotiating candidate (Turkey). The volume traces the evolution of euroscepticism in each South European country, assessing its significance, identifying key turning-points and highlighting both continuity and change. Covering party and popular euroscepticism, the book illuminates similarities and differences between national experiences of euroscepticism. By focusing upon the title question ‘where are Europe’s new borders’, this volume looks at the present state of European bordering and questions the often taken for granted relationships between borders, borderers and the bordered. While each chapter concentrates on a different (but overlapping) border issue or perspective, they are united through their focus on the level of everyday bordering practices and experiences, as well as the meaning that borders have upon all stakeholders and the relationships between them. To talk about border meaning (including the perspective of the researchers themselves), and how that meaning continually (re)creates and is (re)created by bordering practices, is to critically question where important borders lie, why and for whom do they matter and how are they imposed, maintained and resisted. As a result the chapters engage with issues of border violence, the power of maps and symbols (carto-politics), migrant mobility, gender and the rise of the far right in Europe. Taken together this edited collection will be of interest to border scholars as well as students of European politics more generally. Book excerpt: Since the death of General Franco in 1975, Spain has emerged from relative isolation to play an active role in international affairs. Membership of the European Union and Nato have been keys to Spain's new prominence, although the country has also tried to build on its traditional "special relationships" with Latin America and the Arab world. This is the first thorough study of democratic Spain's re-emergence on the international scene. By focusing on the relationship between external relations and domestic policy the book makes an important contribution to the literature on democratisation, as well as showing how Spanish foreign policy evolved between the mid-1970s and mid-1990s. While the book focuses on democratic Spain, its revisionist view of democratic transitions is of more general relevance. Democratization is seen as an integral process involving related, though not simultaneous changes in domestic policy and external relations. Only with the transformation of her external relations did Spain's new democracy finally become consolidated. This study demonstrates how divisions in the Spanish opposition were one factor but argues that Britain's strategic and commercial interests in Spain also acted as a disincentive. Only when international pressure for sanctions threatened Iberian stability in 1947 did the British government turn to the Spanish opposition. With the advent of the Cold War, however, the opposition became irrelevant to British needs and Franco's survival was guaranteed.
